Re: SB 455 Relating to Wastewater Management

Thank you for this opportunity to testify on SB 455.
Pahoa Town is the regional center serving the area impacted by the Kilauea
Lower East Rift Zone eruption. The eruption caused major disruption of business in
Pahoa Town, and recovery has been distressingly slow.
The County's Planning Department has contracted a consultant to prepare a
master plan to revitalize the town. A wastewater treatment plant and collection system
will be a key aspect in any such plan.
Pahoa's revitalization will anchor the recovery of the entire impacted region, and
State assistance in funding such a large project would be much appreciated. The
overall cost of such a system will be substantially more than $5,000,000.
