Saquing Donna Mae Springer From: Douglass Shipman Adams, Chair Hawai`i County Charter Commission RE: Discussion on Protocol for Public Hearings This memorandum is to inform the Commissioners and public on protocol for the six public hearings currently scheduled to be convened between March 25 and April 4, 2019. Protocols for Public Hearings: 1) Public Hearings will start promptly at 6pm. 2) Members of the public wishing to present oral testimony at a public hearing shall register with the secretary prior to the conclusion of the testimony period at the public hearing. The conclusion of the testimony period will be determined by the Chair. 3) Written testimony relevant to proposed charter amendments or any Charter section shall be received for the record. Written proposals regarding any amendment or additions to the Charter may be submitted at the time of the hearing or thereafter. 4) The Chair shall call the name of the member of the public wishing to speak. Members of the public shall begin their testimony with their name, any organization they may be speaking for, and the relevant proposed Charter amendment or Charter section they are speaking to. Members of the public shall make their statements to the Commission in general, and not to any specific commissioner. 5) Individual members of the public shall be allotted a maximum of 5 minutes for their testimony, unless the Chair institutes and declares a shorter period prior to the start of the statements at the meeting's initiation. 6) The purpose of the public hearings is to enable the Commission to receive feedback from the public on proposed charter amendments or other Charter -related subjects. Therefore, Commissioners shall refrain from making comments or asking questions of testifiers during their statements. Comm. No. 12.3 Hawai`i County is an Equal Opportunity Provider and Employer Page 2 of 2 7) At the discretion of the Chair, any testimony not relevant to proposed charter amendments or concerning the Charter may not be heard. 8) Members of the public will be allowed to speak once at a public hearing. Speaking for another individual will not be allowed. 9) The Chair shall maintain order and decorum during the hearing, reasonably administering the receipt of oral and written testimony. Members of the public shall extend proper courtesy and respect to one another and to all Commissioners and Commission staff. All persons shall be addressed by their surnames and no profanity or abusive remarks will be allowed at any time. Any person who is disrespectful to Commissioners, staff, or other members of the public through disorderly or contemptuous behavior, or who disrupts the holding of the hearing, may be removed from the hearing at the discretion of the Chair. 10) Failure to abide by these protocols may result in testimony being shortened or the abusive party being asked to leave the hearing. 11) These protocols shall be available to members of the public at the registration table on the day of the hearing.
