Dear Ian and Kelly,
RE: Uber and Lyft Operating within the County of Hawaii
Thank you for your correspondence received on January 17, 2019, regarding
transportation network companies (TNCs) and the need for regulation within the County
of Hawaii.
You stated that you were perplexed by a comment attributed to me in West
Hawaii Today and conclude that I "essentially dismiss" TNC regulation by saying that
"... it won't be the same rules [for TNCs], otherwise they would just be another taxi
company." This is not the case. The availability and use of TNCs have grown very
quickly within our State. The City and County of Honolulu (Honolulu) is the only county
that is currently regulating TNCs. See Revised Ordinances of Honolulu (ROH), Chapter
12, Regulations of Common Carriers and Their Fees, Article 6, Private Transportation
Companies, Vehicles, and Drivers. Honolulu has separate regulations for Taxicabs.
See ROH, Chapter 12, Article 1, Taxicabs. So, as established in another county within
the State, there should be different set of rules for the TNCs and Taxicabs.
I will have Research & Development look into this matter. Thank you for sharing
your concerns.
