HomeMy WebLinkAbout2019-01-03 Windward Planning Commission MinutesWINDWARD PLANNING COMMISSION COUNTY OF HAWAII MINUTES JANUARY 3, 2019 The Windward Planning Commission met in regular session at 9:00 a.m. in the County of Hawaii, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii, with Chairman Joseph Clarkson presiding. COMMISSIONERS PRESENT: Joseph Clarkson, Donald Ikeda, Thomas Raffipiy, John Replogle. ABSENT & EXCUSED: Gilbert Aguinaldo, Donn Dela Cruz. ALSO PRESENT: Michael Yee (Planning Director), Malia Hall (Deputy Corporation Counsel for the Windward Planning Commission) (from 9:00 a.m. to 10:05 a.m. & 10:27 a.m. to 11:25 a.m.), Jeff Darrow (Planning Program Manager), Maija Jackson (Planner), Christian Kay (Planner), Alex Roy (Planner), Jessica Andrews (Planner), and Sarah Hata-Finley (Commission Secretary). A quorum was present. Chairman Clarkson introduced Windward Planning Commissioners and staff to members of the public and went over the procedures for public testimony. At 9:02 a.m., Chairman Clarkson announced that Item No. 2 (The Office of the Master Visionary, SPP 18-000200) and Item No. 3 (Piilani Partners, SMA 18-000070) were continued to future meetings and that the Commission would accept public testimony for those applications. STATEMENTS FROM THE PUBLIC — No statements were presented under this section of the agenda. APPLICANT: BANK OF HAWAII (REZ 18-000231) Application for a Change of Zone from Single -Family Residential -10,000 square feet (RS -10) to a General Commercial -20,000 square feet (CG -20) zoning district for approximately 40,282 -square feet of land. The subject property is located at 1339 Kino`ole Street, at the northeast corner of its intersection with West Lanikdula Street, Waiakea Houselots, South Hilo, Hawaii, TMK: (3) 2-2-024:003. The Commission took this item up at 9:03 a.m. with 18 members of the public in attendance. APPLICANT: THE OFFICE OF THE MASTER VISIONARY (SPP 18-000200) Application for a Special Permit to establish a spiritual wellness center offering 15 wellness retreats per year with overnight accommodations for up to 12 guests, and 2 weddings per year for up to 30 attendees on 8.063 acres of land in the State Land Use Agricultural District. The subject property is located at 27-996 A Old Mamalahoa Highway on the makai side of Old Mamalahoa Highway about 0.25 miles south of its intersection with Kula`imano Road, Pepe`ekeo, South Hilo, Hawaii, TMK: (3) 2-7-011:004. The Commission took up public testimony for this item at 9:52 a.m. with 28 members of the public in attendance. (SEE EXHIBIT B) Public testimony for this item ended at 10:05 a.m. Chairman Clarkson called a recess at 10: 05 a. m., and the meeting was reconvened at 10:11 a. m. 3. APPLICANT: PIILANI PARTNERS, LLC (SMA 18-000070) Continued hearing on an application for a Special Management Area Use Permit to develop a potable water well and bottling facility with related improvements on a 2.5712 - acre parcel within the Special Management Area. The subject property is located at 525 Pi`ilani Street, at the northeastern corner of the Pi`ilani Street-Mililani Street intersection, Waiakea, South Hilo, Hawaii, TMK: (3) 2-2-033:011. The Commission took up public testimony for this item at 10:11 a.m. with 28 members of the public in attendance. (SEE EXHIBIT C) Public testimony for this item ended at 11:21 a.m. MINUTES — The Commission took this item up at 11:22 a.m. Approval of Minutes of the December 6, 2018 Meeting_— It was moved by Commissioner Raffipiy and seconded by Commissioner Replogle, that the Minutes of December 6, 2018, be approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE MATTERS The Commission took up the following at 11:23 a.m. Discussion of recent Special Management Area (SMA) determinations, minor permits and enforcement action issued by the Planning Director. Page 2 of 3 Windward Planning Commission January 3, 2019 Minutes Mr. Darrow briefly went over the monthly SMA Report which had previously been distributed to the Commission, and explained that the entries highlighted in yellow represented the Leeward side of the island, and the remaining entries represented the Windward side. He stated that three applications were approved since the last Commission meeting which included the SMA assessment application for the Hilo Farmers' Market. Chairman Clarkson noticed that the cumulative value of the Farmers' Market exceeded the $500,000 threshold, and confirmed with Mr. Darrow that the four parcels involved were looked at individually and not cumulatively. ANNOUNCEMENTS — There were no announcements. ADJOURNMENT — There being no further business, it was moved by Commissioner Replogle and seconded by Commissioner Ikeda that the meeting be adjourned. Motion was unanimously carried by a voice vote of all Commissioners in attendance.
