Draft Meeting Minutes
CALL TO ORDER
Chair, Steve Hoffmann, called the North Kohala Community Development Plan (NKCDP) Action
Committee (AC) to order at 5:07 P.M. in the Hisaoka Gym Conference Room.
ROLL CALL
Action Committee Members Present: Steve Hoffmann (Chair), Lehua Ah Sam, Benjamin Ney, Chris
Cackley, Jack Olson
Late Arrival: Jeff Coakley
Action Committee Members Absent -Excused: Richard Elliott
Staff: CoH Planners: LeAna Gloor and Eric Cook
Members of the public: 11 Members of the public were in attendance.
ADDITIONS TO THE AGENDA: NONE
ANNOUNCEMENTS:
1. Chair Hoffmann announced that Keone Emeliano, has resigned from the Action Committee.
PUBLIC COMMENT ON AGENDA ITEMS:
There was no testimony given from members of the public.
APPROVAL OF MINUTES:
Committee Member John Olson moved to approve the minutes of the November 19, 2018 meeting, as
submitted. Second by Committee Member Lehua Ah Sam. The motion to approve the minutes as
submitted passed with 5 votes aye, 0 votes nay. (Action Committee Member Jeff Coakley was not
present at the time of the vote)
REPORTS AND OTHER PRESENTATIONS:
Community Partner Group Reports:
1. Comm. No. 2019-01 NK Community Access Group Notes 11/18 & 12/18:
Group Member, Toni Withington, shared that the group held a very successful meeting on
November 14th, 2018 regarding the Pololu lookout improvements project. She stated the
project would involve a parking lot and restrooms at the Pololu lookout, and that Surety
Kohala should be able to donate the land for a five acre parking lot.

2. Power, View planes, and Erosion Control Group: Group member, Toni Withington, shared
that the group has been continuing work on the erosion control project at 'Upolu Point. The
group continues to work with students building additional check dams at'Upolu Point. She
also shared that the group is drafting comments on the Environmental Assessment for
Kohala Shoreline.
3. Comm. No. 2019-02 Parks, Water, and Roads Group Report for 12/18 &1/19: Group
Member, Toni Withington, shared that the Department of Water Supply will be holding a
meeting in Kohala about the potential new well at Hala'ula. She also announced that Don
Smith from the State of Hawai'i Department of Transportation would be at a meeting on
January 3111 at the Hisaoka Gym Conference Room to discuss the Pololu Lookout parking
lot.
Group member, Jeff Coakley, shared that there have been some issues with drug activity,
theft, and irresponsible hunting practices with sections of Pratt Road that have been
opened. Mr. Coakley stated that the group is still focusing on moving forward with the Pratt
Road emergency bypass.

4. Affordable Housing Group: Group Member, Jack Hoyt, announced that the next meeting for
the group will be on January 291h. The group has been working to coordinate with the Office
of Housing and Community Development to learn more about and better understand the
implications of affordable housing projects, but have had difficulty getting a response from
the department at this time. Mr. Hoyt stated that he would like to see the AC draft a letter
to the Director of Housing to address the lack of responsiveness from the department. Ms.
Gloor stated that she would try to help the group get in touch with someone from the
Office of Housing and Community Development.
5. Growth Management Group: Group Member, Toni Withington, shared that the group had
been discussing the implications of the Pololu Lookout improvements project. The group
also discussed developing better communication with the Planning Department to get
permit applications further ahead of time to provide adequate time to review the permits.
Ms. Withington also shared that the Department of Water Supply has executed a
memorandum of understanding with the land owner to allow the subdivision and land
purchase for the new Hala'ula well site.

BUSINESS:
1. Presentation from Richard 'Likeke' Teanio of Queen Lili'uokalani Trust: Mr. Teanio provided a
presentation on the mission of Queen Lili'uokalani Trust, the types of services they provide, the
clientele they serve, and ways that these services could be utilized in the Kohala community.

Mr. Teanio explained that the mission of Queen Lili'uokalani Trust is to foster resiliency of
Hawaiian children and to eliminate poverty. The trust serves around 10,000 children annually
and they are looking to expand their outreach and services to more youth across the island,
including North Kohala. He shared that the trust has recently expanded their qualifying criteria
for assistance to include: a minor with a child, children that have an incarcerated parent,
victims of sex trafficking, homeless children, children in homes with domestic violence, children
with a severely mentally ill parent, children in legal trouble, children suffering from substance
abuse in the home, children in foster care, children in drug treatment programs, and children
that have dropped out of school.
The trust handles case management work and counseling support as well as referrals to
specialists. The Trust also offers family focused programs including financial literacy help and
food sustainability. Mr. Teanio also shared that the trust engages in aina based educational
programs for kids, and they would like to begin offering those services to youth at the Kohala
Intermediate and High School.

2. Presentation from Meredith Specier of the Rivers, Trails, and Conservation Assistance Program:
This business item was not addressed at the meeting. Due to the recent federal government
shutdown Meredith Specier, was unable to attend the meeting.
3. Report on the status of the "Welcome to North Kohala" brochure: Committee Member Ah Sam
shared that she has a compiled list of information to incorporate in the brochure. She also
stated there is a working draft that she will run by the community groups for feedback. She will
provide a draft of the "Welcome to North Kohala" brochure for the March 18, 2019 North
Kohala CDP Action Committee meeting.
4. Update on the Pololu lookout improvements project: Chair Hoffmann introduced the letter from
the Action Committee to the Planning Director to be forwarded to the State Legislature,
supporting the 2019 DLNR/DCFAW Capital Improvements Project for Pololu Valley lookout
improvements (Comm. No. 2019-04). The Action Committee reviewed and discussed the letter.
Committee Member Jeff Coakley motioned to approve the letter to the Planning Director.
Committee Member Benjamin Ney second the motion to approve the letter.
The motion to approve and submit the letter to the Planning Director passed with 6 votes aye
and 0 votes nay.

MEETING AND ASSIGNMENT RECAP:
1. The County of Hawai'i is currently recruiting for members to join the North Kohala CDP
Action Committee. There are currently two vacant seats, and three seats set to expire in
September, 2019. The Action Committee is encouraged to spread the word to their
personal and professional circles.

2. Committee Member Lehua Ah Sam will continue working on a draft version of the
"Welcome to North Kohala" brochure.
PROPOSED AGENDA ITEMS FOR NEXT MEETING: (March 18, 2019)
1. Action Committee review of the draft "Welcome to North Kohala" brochure.
Presentation from Meredith Spicier of the Rivers, Trails, and Conservation Assistance
Program on a rails to trails project in Mahukona.
3. Election of Chair and Vice Chair.
ADJOURNMENT: Chair Hoffmann adjourned the meeting at 6:52 P.M.
