DATE: Tuesday, March 12, 2019 TIME: 2:00 pm PLACE: West Hawai'i Community Center— Community Hale (Building G) 74-5044 Ane Keohokalole Hwy, Kailua Kona, HI 96740 AGENDA CALL TO ORDER ROLL CALL -13 w ADDITIONS TO THE AGENDA: (Approval of Addendum and/or Supplemental Agenda (requires six votes, and must comply with Hawai'i Revised Statutes § 92-7(d)) ANNOUNCEMENTS: 1. Chair Young will address the Action Committee as a follow-up to topics raised in their January meeting. Specific topics are related to preferred correspondence with Planning Department and potential use of community partnerships. 2. Planning Staff will Provide a Status Report on the Kona Open Space Network Priority Project. PUBLIC COMMENT ON AGENDA ITEMS: Members of the public are invited to speak to any items on the agenda. With discretion of the Chair of the CDP Action Committee, comments may be made either during the public comment portion of the agenda or during the relevant business item, and may be limited to three (3) minutes in length per agenda item. For our records, please fill out a yellow request form and submit it to Planning Department Staff or the Action Committee Chairperson prior to the Public Comment portion of the meeting. General Plan Comprehensive Review Update: Long Range Planner, Bethany Morrison, will provide a presentation and lead a discussion outlining the proposed comprehensive planning system. BUSINESS: 4. Confirmation or Election of Action Committee Vice -Chair. At its January meeting the Action Committee nominated Committee Member David as Vice -Chair, and to continue to serve in this capacity during the 2019 calendar year. There is an unfinished motion from the last meeting to elect Committee Member David to continue as Vice -Chair should she accept the nomination. If Committee member David does not accept nomination, the Action Committee will nominate and elect a new Vice -Chair. 5. The Action Committee will Discuss the County's PublicAccess, Open Space and Natural Resources Preservation Fund [PONC]. For this Business item the Action Committee will be able to discuss the PONC program with regard to information presented by Maxine Coulter at theirJanuary Action Committee meeting. This discussion may conclude with a vote to form a PONC investigatory subcommittee should the Action Committee see fit. ACTION COMMITTEE NEXT STEPS AND FOLLOW UP ACTIONS: AGENDA FOR NEXT MEETING: Agenda item suggestions from the Action Committee and Planning Staff for the May 14, 2019 meeting. NOTICE: The purpose of the public hearings is to afford all interested persons a reasonable opportunity to be heard on the above items. According to the Operating Guidelines of the Community Development Plan Action Committee, a person desiring to submit oral or written testimony shall indicate her/his name and whether the testimony is her/his behalf or as a representative of an organization or individual. Written testimony shall be submitted with an original and nine copies prior to testifying. The Committee would appreciate timely submittal to the Planning Department at least one week prior to the meeting date to allow for mailing and thorough Committee review. Anyone who requires an auxiliary aid or service, other reasonable modification, or language interpretation to access this meeting please contact the Planning Department at (808) 961-8288 as soon as possible, but no later than five working days prior to the meeting date, to arrange for accommodations. "Other reasonable modification" refers to communication methods or devices for people with disabilities who are mentally and/or physically challenged. If you are a lobbyist, you must register with the Hawai'i County Clerk within five days of becoming a lobbyist. (Article 15, Section 2-91.3(b), Hawai'i County Code).
