Re: Comments regarding CA -19, Prohibition on a Minimum Real Property Tax

Our main concern with this proposed amendment, that would prohibit a minimum real property tax, is
that real property tax is not covered in the charter. It is a power granted to the counties in the Hawai`i
State Constitution in Article XIII, Section 3, Taxation and finance. The laws that we follow relating to
real property taxes are in Chapter 19 of the Hawai`i County Code. In addition, there are other
unintended consequences of this amendment that could affect many tax payers.
Our Real Property Tax Administrator, Lisa Miura, and our Assistant Real Property Tax Administrator,
Keith. Jo, will be available at the meeting to answer any questions you may have.
