Waimea Trails and Greenway .
Waimea Regional District Park, Phase II .
Emergency Shelter in Kawaihae

The South Kohala Community Development Plan (CDP) Action Committee (AC) has identified
t hree Capital Improvement Projects which correspond with some of our district priorities we
have worked on extensively this past year.
Waimea Trails and Greenways. We believe the Waimea Trails and Greenways and the
Waimea Regional Park Capital Improvement Proj ects listed above will benefit the
sense of place. These projects are meaningful to people in the Waimea community,
including the Waimea Preservation Association, who wor k hard to gather community
support to preserve W
Policy 5 of the South Kohala CDP (page s 7 2 - 74 ) contains many dif ferent strategies for
implementing the Waimea Trails and Greenways project . The CDP iterates the
desire for pedestrian circulation and connectivity around the town.
This is a project which requires funding and continued technical assistance from the
County. It is our hope that these trails continue to be i mplemented and maintained to
establish a nd integrate pedestrian walkability w ith W along
the identified alignment following the Waikoloa s tream .
Waimea Regional District Park. We support re - appropriating the Waimea Regional
District Park (phase II) project for future funding. We understand that there are still more
improvements necessary to be done to this park. The secon d phase of the project is meant
to address both a deficiency o f and improvements for athletic and recreational

opportun ities for Waimea residents and surrounding communities . See South Kohala
k space and recreational facilities
Kailapa Emergency Shelter and Community Center. The Kailapa Community
Association (KCA) seeks an appropriation of $1,000,000 for the design and construction
o f a publicl y accessible and privately managed emergency shelter and community center
on DHHL land leased to KCA. This facility would provide the only public emergency
shelter along the South Kohala coast, and also serve as a community hub. The need for
such
programs and standards that will protect the South Kohala community from natural
