Please describe the business. JANUARY 3, 2019 - LIQUOR COMMISSION MINUTES 3 Ueoka: It's an existing hotel doing business as the Courtyard by Marriott King Kamehameha's Kona Beach Hotel. It's a full-service hotel. We anticipate no changes in operations. It will continue to operate as Courtyard by Marriott. Nahale-a: Fantastic, thank you. Director, is there any report of protests? Takase: Madam Chairman, this is a transfer application. Publication was made of the transfer. There were no protests to this application. Nahale-a: Is there any public testimony on this application? Nahale-a: Please identify yourself and your relationship to the business. Hatch: Yes, Ian Hatch and The Temple will be a craft beer and wine bar. Nahale-a: Have you had a chance to take a look at the report? Hatch: I did, yes. Nahale-a: Any changes? Hatch: No. The only change might be the opening time from 11:00 A.M. to 2:00 P.M. Nahale-a: Eleven A.M. to two? Is there going to be a lunch service? Hatch: Correct. Nahale-a: Eleven A.M. until two, and then (referring to the report) it's the same 4:00 P.M. until 11:45 for the dinner service? Hatch: Correct. Greenwell: What was this before? Hatch: It was a restaurant, crepes, Le Magic Pan. Nahale-a: Okay, in that location. Any public testimony for this application? There was no public testimony. Nahale-a: My apologies, I didn't ask you to describe the business. Could you please describe your business? Hatch: Yes. It's just a small craft beer and wine bar, cold kitchen, still working on the menu and still working out a few of those things. I'm going to try to carry more boutique and specialty wines and beers. Nahale-a: Thank you. Commissioners, any discussion or questions? Lopez: Question. Did I hear you say you might change the hours? Hatch: Correct. We were originally planning to be open for lunch and we're still kicking around the idea of not doing the lunch initially and opening at 2:00 P.M. instead of 11:00 A.M. JANUARY 3, 2019 - LIQUOR COMMISSION MINUTES 6 Lopez: Would he have to change his application? Takase: No. The license would be good from 6:00 A.M. until 2:00 A.M. Lopez: I see, okay, thanks. Taniguchi: I have a question. You're taking over the crepe location? Hatch: Correct. Taniguchi: Are you there now? Did they close already? Hatch: They just moved all their stuff out a few days ago. So, we should be getting the keys in a week or so. They're going to clean it up for me. Taniguchi: Okay. Takase: If you're familiar with that location, he's going to do what I would say are extensive renovations. Hatch: Is there a floor plan in the back (of the report)? Taniguchi: Yes. The Commission referred to the floor plan in the report. Takase: The conceptual renderings are very nice. They have very nice plans. Nahale-a: Looks like it'll be a bigger space than what's currently there? Hatch: The plans are deceiving. It's just under 900 square feet. Taniguchi: It's small. Hatch: Yes, we're looking at a capacity of thirty-nine at most. Takase: Right now, if you look at the map, he's going to flip his bar opposite of what she has now. Nahale-a: Okay. Greenwell: Gerald? What constitutes an improvement or moving something in a store like Longs? Where do you draw the line between whether they come before the Commission or not? If they move the cash register, do they come before the Commission? JANUARY 3, 2019 - LIQUOR COMMISSION MINUTES 9 Takase: Currently, whenever they need permits like building permits, electrical, plumbing, we will ask them to get an Alteration Permit. If it was just moving around their fixtures or files, etc., there's no need to come to us. But on this one, they were doing some plumbing and other things. We are looking at doing away with this requirement. As we were looking through our rules, we have considered either trying to limit it or eliminate it altogether. Nahale-a: Motion to ratify? Where's the Banquet Room? Takase: If you're familiar with it, from the golf course looking back at the building, the bar is in the middle. Off to the left hand side, there's an old dining room and they're designating it as the Banquet Room. When the old licensee, Banjy's, left, the Golf Course Association split the two properties. They just have the bar and they kept the banquet area for themselves. They are talking about turning this space over to the licensee at this point. They were unsure about how good this licensee was going to be, but it seems they're comfortable with them now. They are talking about it now. Taniguchi: Then they would be covered under their premises? Takase: Yes. Then O&J will come in for a increase to include this banquet area. Nahale-a: Any other questions? (Investigators) have reported no problems up to their last event. They had asked for 800 in there, but they said they had 600. (Investigators) said it was not a problem, there was a lot of room, lots of parking, and they didn't see any problems. Raymond: That's good to hear. Nahale-a: Yes, that was going to be my question because we had all wondered how it would go. Taniguchi: That's a lot of people. Takase: Yes. You think of the side (area) as small, but you can have quite a few people in there. It's deep and they go into the building as well. Nahale-a: It's a big area. Takase: In the evenings there's nothing there in the industrial area, so parking is not much of a problem. Nahale-a: No complaints from any of the surrounding business? Takase: No. Nahale-a: Good. Taniguchi: They're all closed. Takase: We actually have two licensees right across the street, My Bar and Club Korea. They might be happy they might get some "run-off' business from this one. Shiono has left that space and is the restaurant taken over by the hotel already? Takase: Yes. Shiono's left on the thirty-first (December 2018), and Mauna Lani was set to take over on the third. There's a little gap, but Mauna Lani was in operation. The lease might not have switched over until the third. As far as I know Mauna Lani is back in operation. I will wait until July to decide which way we'll be going, because of our budget. We were having all our annual meetings in December in Kona and the Mayor's office was concerned that we were "over -favoring" the west side. I will find out after the budget (process is completed). If we have to go back to Hilo, we'll stay in this alignment. We may be able to flip back and forth, but we'll figure it out. Probably at the July meeting, if it's going to be switched back, we'll do it then. Right now, we'll stay in this alignment and we'll notify you if we go off again. Nahale-a: Sounds good. Greenwell: Does it create a financial stress? When we were on Water (the Water Board), they used to say that it cost a lot of money to bring everyone to Kona versus having the meetings in Hilo. Takase: For the annual one, it does cost more. But maybe not a financial stress. We have the money budgeted so we can do it. It costs more, not so much from the Commission's standpoint, but it's the staff that comes out because we're based in Hilo. This past year's (cost of the annual meeting) was a lot less. I don't think we used all of what we budgeted for. My understanding is that we're coming back to Kona this year, but we have to see what happens with this budget. I'II have a better idea. JANUARY 3, 2019 — LIQUOR COMMISSION MINUTES 23 Takase: I also wanted to announce that we do have three new nominees for the Commission; Paula Thomas, replacing Art, and Ron lbarra, replacing Steve Lopez. Art has been nominated to the Adjudication Board. They are meeting the Committee on the eighth and full Council later in the month. We don't expect them to be on board until the March meetings. Nahale-a: Thank you. Any other announcements? Lopez: I just wanted to say, remember last month we approved licensing for that restaurant in Waikoloa operated by James Babian and he had his Chinese cook? I heard they had a smashing success when they opened. Takase: Down in Mauna Lani? Lopez: Yes. And there was some confusion about Umeke's and I went back to where the new location is supposed to be and there's a huge sign that says they're coming in. Do we know when? Takase: Umeke's at the Kona Brew? Lopez: Yes, they're going to move over. Takase: They haven't come to us with anything yet. Lopez: The building is up and it's ready. Taniguchi: It's there, it's finished. Takase: They have a lot going on, too. They're trying to open a Hilo location and apparently they now have a food truck which I did see at the Target or Safeway parking lot. Lopez: Hilo side? Takase: Yes. He hasn't come to us with anything yet for this Kona location. Taniguchi: The sign is up. The sign was there for a while. Shiono's is right next door.
