Duties Summary:
6.025
Commands and supervises a company of firefighting, rescue, or hazardous
materials personnel on a regularly assigned shift; conducts training for the career and
volunteer fire units as a member of the training bureau; supervises and coordinates
activities of the fire prevention bureau within a geographical area; and performs
other related duties as required.
Distinguishing Characteristics:
This class differs from that of Battalion Chief in that it commands a fire, rescue,
or hazardous materials company on a regularly assigned shift or assists in carrying out
the major programs in a specialized bureau of the department; whereas, the
Battalion Chief plans and directs emergency activities of two or more fire, rescue, or
hazardous materials companies in a major geographical area (battalion), or
administers the county -wide activities of a specialized bureau.
Examples of Duties: (The following are examples of duties and are not necessarily descriptive
of any one position in this class. The omission of specific duty statements does not preclude
the assignment of such duties if they are a logical assignment for the position and are
consistent with the class concept.)
Company Commander:
• Responds to fire and emergency alarms and directs subordinates in fighting fires,
search and rescue work, hazardous materials response, and protecting property.
• Assesses conditions, lays out strategy, and directs the placement of Fire personnel
and equipment to accomplish missions effectively.
• Determines the need for additional support and calls for same.
• Remains in command until the fire or emergency is over unless relieved by a
superior officer.
• Supervises all ground fires or emergency scene operations.
• Determines and reports cause of fire and estimated damage.
• Supervises station activities including the maintenance and upkeep of facilities,
grounds, and equipment.

• Plans and conducts drills and training sessions on firefighting and rescue methods,
use of station equipment and tools, and on department policies, procedures, fire
codes, regulations, and laws.
• Preplans strategy for firefighting, search and rescue, and hazardous materials
operations by becoming familiar with the conditions existing in the assigned area.
• Plans work assignments and safety inspection tours for subordinates.
• Consults with superiors on unusual problems and situations relating to fire hazards
and code violations.
• Administers the fire facilities and equipment maintenance program.
• Conducts periodic inspections of station and equipment to ensure proper
maintenance and operating readiness.
• Instructs relief personnel of the proper duties of the Company Commander.
• May act as relief for superior officers in their absences.
• May organize and conduct demonstrations in firefighting and rescue methods and
explain use of equipment.
• May operate fire apparatus as needed.
• May participate in firefighting duties as required.
• May be assigned to any of the department's specialized bureaus and supervises
and/or performs work in connection therewith.
Training:
• Participates in the development of standard emergency operation procedures
and safety policies for the Hawaii Fire Department.
• Participates in developing countywide standardization of instructions related to
firefighting, search and rescue, hazardous materials, and the safe operation of fire
fighting equipment.
• Coordinates in-service training programs with various company commanders on
various topics.
• Prepares and distributes training materials to fire companies island -wide.
• Conducts all Fire Fighter Recruit classes for new hires.
• Hans and conducts standardized driver training instructions for all members of the
emergency operations division as well as the Fire Equipment Mechanics.

• Conducts and oversees refresher training for departmental personnel.
• Schedules and conducts upgrading, annual, and road test audits.
• Establishes and maintains departmental driver training records and qualification
files.
• Schedules and conducts upgrading, annual, and road test audits.

• Schedules HFD/DOT medical examinations.
• Conducts periodic inspections of fire stations and maintenance shop to ensure
operations readiness of drivers.
• Participates in live fire exercises.
• May respond to multiple -company alarms to evaluate performance of Fire
Equipment Operators.
• Shall conduct investigations of vehicle accidents.
• May assist with the development of specifications for fire apparatus and/or
equipment.
• Performs other related duties as required.
Volunteer Training:
• Conducts monthly training drills with volunteer fire companies to include fire
fighting and rescue techniques, equipment and apparatus operations, and driver
training.
• Maintains training records for each volunteer unit.
• Conducts periodic inspections of the volunteer fire stations and equipment to
ensure proper maintenance and operational readiness.
• Participates in live fire exercises.
• May respond to brush fires, rescue calls, and local disasters to observe volunteer
fire company operations.
• Coordinates scheduling of maintenance and repairs for volunteer apparatus and
equipment.
• Coordinates biannual scheduling of DOT safety vehicles checks for all volunteer
units.

• Confers with all volunteer district chiefs on activities of volunteer units.
• Performs other related duties as required.
Fire Prevention:
• Plans, directs, and coordinates the fire prevention activities in a specified
geographical area.
• Develops and directs the enforcement of fire safety codes, regulations, and laws.
• Directs fire safety inspections and fire investigations; participates in the more
difficult investigations.
• Plans, assigns, and reviews work of subordinates.
• Plans, develops, and coordinates various fire prevention projects and programs.
• Educates property owners in fire prevention codes and regulations.
• Plans, develops, and conducts informational and educational sessions on fire
prevention codes and regulations for business or community organizations.
• Reviews and approves construction plans and specifications for either new or
modified buildings and structures for fire hazards or violations of fire safety codes,
regulations, or law.
• Conducts inspections of more complex buildings and structures for the issuance of
Certificate of Occupancy.
• Maintains records and files on investigations, violations, and other operational
reports.
• May testify at hearings or in court.
• Instructs relief personnel on proper duties of the Fire Prevention Inspectors.
• Performs other related duties as required.
Minimum Qualifications Requirements:
Training and Experience:
• A combination of education and experience substantially equivalent to
completion of two (2) years of general college from an accredited college or
university, and
• eight (8) years of progressive firefighting experience in the Hawaii Fire
Department, and
• two (2) years of which shall have been as a Fire Equipment Operator in the Hawai'i
Fire Department.

For assignment to the Fire Prevention Captain only:
• The two (2) years of qualifying experience shall have been as a Fire Prevention
Inspector I in the Hawaii Fire Department.
License/Certificate Requirements:
• Possession of a valid State of Hawaii driver's license {Class 3 or higher) or any other
valid comparable driver license,
• a valid Hawaii Fire Department (HFD) Driver's Certificate of Competence to
operate HFD Type 1 motor vehicles,
• a current Department of Transportation Medical Examiner's Certificate or a current
Hawaii Fire Department Medical Certification,
• a current Hawaii Fire Department Aquatics Competency Certificate - Awareness
level, and
• a current First Responder or First Responder Refresher Certificate or an Emergency
Medical Responder (EMR) Certificate.
For assignment to the Hazardous Materials Response Team Captain:
In addition to the above license/certificate requirements,
• possession of a Certificate of Completion of the Hazardous Materials Technician
Certification curriculum.
For assignment to the Fire Search and Rescue Captain:
In addition to the above license/certificate requirements,
• possession of a current Hawaii Fire Department Aquatics Competency Certificate
for Operations level, and
• a current basic SCUBA diving certificate.
Note:
o Emergency Medical Technician, Mobile Intensive Care Technician, or other
nationally recognized certificates that are equivalent to or higher than a First
Responder or First Responder Refresher Certificate or Emergency Medical
Responder Certificate may be substituted for that certificate.
o Hawaii Fire Department Aquatics Competency Certificate for Awareness
Instructor, Operations level, Operations Instructor or Instructor Trainer that are
higher than the Hawaii fire Department Aquatics Competency Certificate for
the Awareness level may be substituted for that certificate.
o Hawaii Fire Department Aquatics Competency Certificate for Operations
Instructor or Instructor Trainer that are higher than the certificate for the
Operations level may be substituted for that certificate.
Knowledge of:
• Principles and practices of supervision and training,
• firefighting methods and operations,
• fire safety and prevention practices, procedures, rules, and laws,
• the geography of the assigned area and the location of streets, fire hydrants,
static water supplies, buildings and fire hazards,
• departmental rules, regulations, policies, and operating procedures,
• firefighting literature,
• functions of other public safety agencies and their activities.

Ability to:
• Plan, lay out and supervise the work of others,
• instruct others in the use and care of firefighting equipment,
• organize and conduct drills and training sessions,
• analyze firefighting and emergency situations, and adopt an effective course of
action,
• read, understand, and explain technical materials,
• give and follow oral and written instructions,
• maintain effective working relationships with others, and
• prepare clear and concise reports.
Special Working Conditions: Irregular hours, shift and weekend work, and
exposure to hazardous and obnoxious conditions as required.

physical condition standards deemed necessary and proper to perform the essential
functions of the position with or without reasonable accommodations.
