Draft Meeting Minutes
CALL TO ORDER
Chair, Steve Hoffmann, called the North Kohala Community Development Plan (NKCDP) Action
Committee (AC) to order at 5:01 P.M. in the Hisaoka Gym Conference Room.
ROLL CALL
Action Committee Members Present: Steve Hoffmann (Chair), Lehua Ah Sam, Benjamin Ney, Chris
Cackley, Richard Elliott, Jeff Coakley,
Late Arrival: Chris Cackley
Leave Early: Richard Elliott
Action Committee Members Absent -Excused: Jack Olson
Staff: CoH Planners: Bethany Morrison, LeAna Gloor, and Eric Cook.
Members of the public: 20 Members of the public were in attendance.
ADDITIONS TO THE AGENDA: There was one addition to the meeting agenda.
Committee Member Ah Sam motioned to add a Rails to Trails Program presentation by Meredith
Speicher of the Rivers, Trails, and Conservation Assistance Program to the agenda. Seconded by
Committee Member Ney.
The motion to add the presentation from Meredith Speicher to the meeting agenda passed with 5 votes
aye and 0 votes nay. (Committee Member Cackley was absent during the vote)
ANNOUNCEMENTS:
1. Chair Hoffmann announced that the pavilion at Mahukona Beach Park is considered to be in an
unsafe condition and is currently closed. He encouraged the community to get in touch with
the Department of Parks and Recreation as well as the Mayor's Office to let them know that
the community wants the facility reopened.
2. Chair Hoffmann also announced that there is a Board and Commission management training
offered from the County of Hawaii in Hilo on April 9 from 10:00 am to 12:00 pm at the Aupuni
Center Conference room. The training is also offered in Kona on April 25th from 10:00 am to
12:00 pm at the West Hawaii Civic Center, Council Conference Room A.

3. Community Member, Toni Withington, announced that the 2% Land Fund Program will be
discussed at the upcoming Charter Commission public hearing on March 25th at 5:00 pm in the
Old Court Building in Kapa'au.
PUBLIC COMMENT ON AGENDA ITEMS:
There was no testimony given from members of the public.
APPROVAL OF MINUTES:
Committee Member Richard Elliott motioned to approve the minutes of the January 28, 2019 meeting,
as submitted. Seconded by Committee Member Lehua Ah Sam. The motion to approve the minutes as
submitted passed with 5 votes aye, 0 votes nay. (Action Committee Member Cackley was not present at
the time of the vote)
REPORTS AND OTHER PRESENTATIONS:
Community Partner Group Reports:
1. Comm. No. 2019-05 NK Community Access Group Notes 1/9 & 2/6: Group Member, Toni
Withington, shared that the $500,000 of funding through DLNR for the planning of a trail
and parking lot for Pololu Valley is before legislature right now. She shared that work
continues on the erosion restoration project at the Upolu Airport with student groups
planting more native plants. For full details on the recent progress of the group please see

2. Power, View planes, and Erosion Control Group: Group member, Susan Fischer, shared that
various efforts continue for the group including erosion control efforts on a Kohala
waterfront trail.
3. Growth Management Group: Group member, Toni Withington, shared that the group has
not received any applications to review from the Planning Department. She also shared that
the Department of Water Supply has contracted Goodfellow Bros. to construct the new
well at Hala'ula. Goodfellow Bros. will communicate with the community through public
information meetings to help the community understand the timing and process for the
construction of the new well.

BUSINESS:
1. Presentation from Meredith Speicher of the Rivers, Trails, and Conservation Assistance Program:
Meredith Speicher from the Rivers, Trails, and Conservation Assistance Program gave a
presentation on the feasibility study for the possible conversion of the Mahukona to Niuli'i
Railroad to a trail.

2. General Plan comprehensive review update: Bethany Morrison, Long Range Planner, provided a
presentation and led a discussion with the Action Committee outlining the comprehensive
planning system in relation to the General Plan comprehensive update. She explained the
changes being made to the General Plan, the relationship to the Community Development
Plans, and the role of the Action Committee. Ms. Morrison also provided an outline for the
public review and engagement process and timeline for 2019. She announced that a special
meeting would be held in June for the Action Committee to review the draft General Plan
including Chapter 16 of the Hawai'i County Code, and that there would be community outreach
efforts for the General Plan draft in the summer as well.
Ms. Morrison sought feedback on proposed new structural changes to the Long Range Planning
Program. Committee Members and the public responded with various questions and/or
concerns, which were recorded and discussed.

3. Election of Chair and Vice Chair: Committee Member Hoffmann nominated Jeff Coakley for the
position of Chair. Committee Member Ney motioned to elect Jeff Coakley as Chair. Committee
Member Ah Sam seconded the motion.
The motion to elect Jeff Coakley as Chair passed with 5 votes aye and 0 votes nay. (Committee
Member Elliott was absent at the time of the vote)
Committee Member Ah Sam nominated Steve Hoffmann for the position of Vice Chair.
Committee Member Ah Sam motioned to elect Steve Hoffmann as Vice Chair. Committee
Member Coakley seconded the motion.
The motion to elect Steve Hoffmann as Vice Chair passed with 5 votes aye and 0 votes nay.
(Committee Member Elliott was absent at the time of the vote)
Newly elected Chair, Jeff Coakley, shared a bit about himself with the Action Committee and
stated that his intent as Chair is to have a more prevalent community face for the Action
Committee and to increase community involvement in the implementation of the CDP.
PROPOSED AGENDA ITEMS FOR NEXT MEETING: (May 20, 2019)
1. There were no agenda item suggestions from the Action Committee for the May 20, 2019
meeting.
