(Chairperson Boswell called the public hearing to order at 9:34 a.m.)
Chairperson Boswell: Will the public hearing of the Water Board on the proposed Fiscal Year 2020
Operating Budget and 5 -year Capital Improvements Budget for the Department
of Water Supply please come to order.
My name is William Boswell, Chairman of the Water Board, and the members
of the Board who are here today are: (Board Members introduced themselves)
Board Members: Nestorio Domingo, Eric Scicchitano, David De Luz, Jr., Ken Sugai.
Chairperson Boswell: The Water Board, under Section 8-2(c) of the Hawaii County Charter shall
adopt the Operating and Capital Improvements Budget for the Department of

Water Supply; and under the hearing and advertising provision of Section 10-4,
Hawaii County Charter, did publish public hearing notices in the Hawaii
Tribune -Herald and in the West Hawai'i Today on March 10, 2019.
We are here this morning to accept testimony on the budget. Is there anyone in
the audience who wishes to testify? And if so, for the record, please state your
name and organization. (Secretary announced there was no testimony.) There
will be none. I would like to entertain a motion that this public hearing to be
closed.
K. Sugai: I so move.
D. De Luz: Second.
Chairperson Boswell: It has been moved and seconded that the public hearing is closed. All those in
favor say "aye."
Board Members: Aye.
Chairperson Boswell: Opposed? (none) Motion is carried. Thank you.
