WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />HEARING TRANSCRIPT <br />FEBRUARY 6, 2020 <br />A regularly advertised hearing on the Planning Director Initiated Change of Zone (VINCENT <br />TAI REZ 13-000167) was called to order at 9:02 a.m. in the County of Hawaii Aupuni Center <br />Conference Room, 101 Pauahi Street, Hilo, Hawaii with Chairman Thomas Raffipiy presiding. <br />COMMISSIONERS PRESENT: Gilbert Aguinaldo, Dean Au, Joseph Clarkson, Donn Dela <br />Cruz, Thomas Raffipiy, John Replogle. <br />ALSO PRESENT: Michael Yee (Planning Director), Malia Hall (Deputy Corporation Counsel <br />for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), Maija <br />Jackson (Planner), Christian Kay (Planner), Jessica Andrews (Planner), and Sarah Hata-Finley <br />(Commission Secretary). <br />And 26 members from the public in attendance. <br />APPLICANT: PLANNING DIRECTOR INITIATED (VINCENT TAU <br />REZ 13-000167) <br />The Planning Director has initiated rezoning of the property from Multi -Family Residential - <br />1,500 square feet (RM -1.5) to Single -Family Residential - 7,500 square feet (RS -7.5) due to the <br />landowner's non-compliance with Conditions B and R of Ordinance No. 14-056, which became <br />effective May 12, 2014 to change the zoning of the subject property from Multi -Family <br />Residential - 2,500 square feet to Multi -Family Residential - 1,500 square feet. The subject <br />property is located at 364 Hualalai Street, east of the Hale Nani Street- Hualalai Street <br />intersection, South Hilo, Hawaii, TMK: (3) 2-4-028:009. <br />RAFFIPIY: First up is Planning Director initiated item. The Planning Director has initiated <br />rezoning of the property from Multi -Family Residential - 1,500 square feet to Single -Family <br />Residential - 7,500 square feet. With that, the staff will do the presentation. <br />JACKSON: Good morning, everyone. Okay, our first item for today is a Planning Director <br />initiated rezone request. The property is in the South Hilo District. It's TMK 2-4-028:009. The <br />Director is requesting to rezone the property from Multiple -Family Residential - 1,500 square <br />feet to Single -Family Residential - 7,500 square feet. <br />As I mentioned, the property is in the South Hilo District in Hilo Town. The property is shown <br />on the slide outlined in black. And, let's see, you have Kapi`olani Street running in a north -south <br />direction to the east of the property. The police station is generally located in this area here. <br />Then you have Hualalai Street coming up from the bay towards the property, and just off of <br />Hualalai Street is Hale Nani Street. <br />EXHIBIT A <br />
