<br />LEEWARD PLANNING COMMISSION <br />COUNTY OF HAWAIÒI <br />HEARING TRANSCRIPT <br />APRIL 16, 2010 <br />KAWAIHAE RESTAURANT, LLC <br />A regularly advertised hearing on the application of <br />(SMA 10-39) <br />was called to order at 10:08 a.m. in the Waikoloa Beach Marriott Hotel, AliÒi III <br />Room, 69-275 Waikoloa Drive, Waikoloa, HawaiÒi, with Chairman Frederic Housel presiding. <br /> <br />COMMISSIONERS PRESENT: Frederic Housel, Brandi Beaudet, Lani Bowman, Geraldine <br />Giffin, Wayne Iokepa and Richard Nelson <br /> <br />STAFF PRESENT: Brandon Gonzalez (Deputy Corporation Counsel), BJ Leithead Todd <br />(Planning Director), Daryn Arai (Planning Program Manager), Jeff Darrow (Staff Planner) and <br />Maija Cottle (Staff Planner). <br /> <br />And approximately 30 people from the public in attendance. <br /> <br />APPLICANT: KAWAIHAE RESTAURANT, LLC (SMA 10-39) <br />Special Management Area Use Permit to allow the establishment of a restaurant and <br />commercial/recreational facilities and uses and related activities. The property is located <br />immediately north of the Kawaihae Canoe Club facilities, on the southwest (makai) side of <br />Akoni-Pule Highway (Highway 270), Kawaihae, South Kohala, HawaiÒi, TMK: 6-1-3:15. <br />HOUSEL: Could the Leeward Planning Commission please come back in to order here. We <br />hope we have our sound problems resolved, and so we can proceed. The next application on the <br />agenda today is Kawaihae Restaurant, SMA 10-39. This is a Special Management Area Use <br />Permit to allow the establishment of a restaurant and commercial/recreational activities and uses <br />in Kawaihae. So, Maija, would you like to give us presentation? <br /> <br />COTTLE: Yes, thank you, Mr. Chairman. The subject property is located in Kawaihae in the <br />South Kohala District, just north of Kawaihae Harbor. ItÓs shown on the slide outlined in red. <br />ItÓs located just west of the Akoni-Pule Highway, and currently zoned Industrial-Commercial <br />Mixed. The areas in dark green surrounding the property are zoned Open, and most of the <br />properties to the east and the south are zoned General Industrial Î those are shown in gray. The <br />General Plan designation for the property is Industrial, which is shown in gray. There is a strip <br />of Open designation along the shoreline, which is on the property makai of the subject property. <br /> <br />This is an aerial photo of the site. The subject property is located in this general area here. Y <br />have the sandy beach thatÓs the location of the Kawaihae Canoe C <br />owns this land and a strip of land along the shoreline here, makai of the subject property. <br /> <br />The applicant is proposing to develop a high-quality oceanfront <br />open-air dining areas. They are also requesting to develop a two-story building containing <br />commercial and recreational facilities, uses and activities.
