Chapter 2 of the Puna Community Development Plan (Malama I Ka <br />`Aina) states the importance of caring for our `aina. This chapter talks about the need to protect <br />and preserve historic, cultural, and scenic resources in addition to protecting and preserving our <br />native forests and geological features. <br />Year after year, Puna has seen widespread property development. It is evident that much of this <br />development happens by ripping /grading properties extensively and carelessly and, in some <br />cases, without the proper permits.
