oJMtr of N,Js <br /> COUNTY OF HAWAII STATE OF HAWAII <br /> RrE us•N�u` <br /> RESOLUTION NO. 442 22 <br /> A RESOLUTION REQUESTING THE OFFICE OF HOUSING AND COMMUNITY <br /> DEVELOPMENT TO CREATE A STRATEGIC ROADMAP FOR HOUSING AND <br /> HOMELESSNESS THAT SETS FORTH PRIORITIES AND INTENTIONS FOR <br /> UTILIZATION AND ACCOUNTABILITY OF PROGRAM APPROPRIATIONS FROM <br /> RESIDENTIAL TIER TWO PROPERTY TAX REVENUES . <br /> WHEREAS, to reduce inflow into homelessness and increase pathways into permanent <br /> housing, further resources and an examination of potential public policy changes are necessary; <br /> and <br /> WHEREAS, with the passage of Ordinance 22-26, which will take effect on July 1, <br /> 2022, the Council recognized a need for additional investments and resources by appropriating a <br /> portion of residential tier two property tax revenue towards addressing housing and <br /> homelessness; and <br /> WHEREAS, during the legislative deliberation process of approving Ordinance 22-26, <br /> the Council emphasized transparency and accountability in the implementation of County-led <br /> housing and homelessness initiatives utilizing the additional publicly-funded resources; and <br /> WHEREAS, the challenges and complex nature of addressing housing and homelessness <br /> call for a coordinated, integrated effort with collaboration across public and private entities; now, <br /> therefore, <br /> BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br /> Office of Housing and Community Development create and submit to Council a Strategic <br /> Roadmap for Housing and Homelessness that sets forth priorities and intentions for utilization <br /> and accountability of program appropriations from residential tier two property tax revenues. <br /> BE IT FURTHER RESOLVED that, to develop a vision and actionable steps towards <br /> reducing homelessness in the County of Hawaii, the Strategic Roadmap for Housing and <br /> Homelessness should include an analysis of data relevant to housing and homelessness in the <br /> community, a gathering of input from a range of stakeholders, an evaluation of the current state <br /> of homelessness, goals and outcome measures, funding priorities, strategies for leveraging <br /> existing resources, and research-based best practices in addressing homelessness. <br />
