WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />HEARING TRANSCRIPT <br />MARCH 7, 2019 <br />A regularly advertised hearing on the request for reconsideration by PIILANI PARTNERS, <br />LLC (SMA 18-000070) was called to order at 9:30 a.m. in the County of Hawaii Aupuni Center <br />Conference Room, 101 Pauahi Street, Hilo, Hawaii with Chairman Joseph Clarkson presiding. <br />COMMISSIONERS PRESENT: Gilbert Aguinaldo, Joseph Clarkson, Donn Dela Cruz, Donald <br />Ikeda, Thomas Raffipiy, John Replogle. <br />ALSO PRESENT: Michael Yee (Planning Director), Malia Hall (Deputy Corporation Counsel <br />for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), Maija <br />Jackson (Planner), Christian Kay (Planner), Alex Roy (Planner), Jessica Andrews (Planner), and <br />Sarah Hata-Finley (Commission Secretary). <br />And 47 members from the public in attendance. <br />APPLICANT: PIILANI PARTNERS, LLC (SMA 18-000070) <br />Hearing on applicant's request for reconsideration of the Windward Planning Commission's <br />decision, at its February 7, 2019 meeting, to defer action on applicant's request for a Special <br />Management Area Use Permit to develop a potable water well and bottling facility with related <br />improvements on a 2.5712 -acre parcel within the Special Management Area until the <br />Commission on Water Resource Management updates its Water Resource Protection Plan. The <br />subject property is located at 525 Pi`ilani Street, at the northeastern corner of the Pi`ilani Street- <br />Mililani Street intersection, Waiakea, South Hilo, Hawaii, TMK: (3) 2-2-033:011. <br />CLARKSON: The next item on the agenda, Item No. 2, is an application from Piilani Partners <br />for a reconsideration of the Windward Planning Commission's decision at its last meeting on <br />February 7 t to defer action on Applicant's request for a Special Management Area Use Permit. <br />Once again, I remind people who wish to testify on this matter to please sign up at the front desk. <br />Will the Applicant or their representative <br />KAY: Sorry Mr. Chair, I'm not going to give another presentation of this. Don't want to make <br />it five in a row, but I just wanted to update the Commission.
