The proposed amendment is illustrated in <br />Ranseyer for mat with respect to the contents of Bill N o. 87 as the Policy appears in the <br />Amendme nt Package (Exhibit A) . Mat er ial to be deleted is bracketed and stricken, m aterial to be <br />added i s underscored. <br /> <br />Th e proposed amend ment will bring this policy more in alignment with the original intent of the <br />Policy as pertains to processing subdivision application s located outside o f the Kona Urban Area <br />as defined by the KCDP 2008 ( Ord. 131). <br /> <br />Policy LU - 3.4, as located on page 28 of the Amendment Package, is amended to read as follows: <br />Policy LU - 3.4: Clustered Rural Subdivision Guidelines. [ The ] In addition to HCC and <br />Administrative Rules relating to subdivisions, it is recommended that the Planning Department <br />review applica ti ons for subdivisions outside of the Kona Urban Area in combination with the <br />Clustered Rural Subdivisio n Guidelines in Attachment C [ apply to proposed subdivisions <br />] . The intent of the guidelin es is <br />to minimize grading, preserve the natural appearance of the land to the maximum extent <br />possible, en sure agriculture use in the State Land Use Agricultural District, and create a rural <br />setting for residences. Towards this end, the guidelines shall, at a minimum, specify: <br /> <br />1. Minimum lot sizes; <br />2. Natural and cultural resources meriting protection and associated buffer areas, as applicable; <br />3. Minimum standar ds for roads and wastewater disposal; <br />4. Legal tools for permanent protection, maintenance of open space, an d/ or agricultural lands; <br />5.
