WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />HEARING TRANSCRIPT <br />JANUARY 8, 2020 <br />A regularly advertised hearing on the application of CELLCO PARTNERSHIP DBA <br />VERIZON WIRELESS (AMEND USE 15-000056) was called to order at 9:03 a.m. in the <br />County of Hawaii Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii with <br />Chairman Joseph Clarkson presiding. <br />COMMISSIONERS PRESENT: Gilbert Aguinaldo, Dean Au, Joseph Clarkson, Donn Dela <br />Cruz, John Replogle. <br />ABSENT & EXCUSED: Thomas Raffipiy. <br />ALSO PRESENT: Michael Yee (Planning Director), Malia Hall (Deputy Corporation Counsel <br />for the Windward Planning Commission), Maija Jackson (Planner), Christian Kay (Planner), <br />Jessica Andrews (Planner), and Sarah Hata-Finley (Commission Secretary). <br />And 8 members from the public in attendance. <br />APPLICANT: CELLCO PARTNERSHIP DBA VERIZON WIRELESS <br />(AMEND USE 15-000056) <br />Application for an amendment to Use Permit No. 15-000056, which allowed the construction of <br />a 150 -foot tall steel monopole telecommunication facility and related improvements within a <br />1,600 -square foot portion of a 2 -acre property <br />(TMK 1-5-017:118) situated in the County's Agricultural- 1 -acre (A -la) zoning district. The <br />applicant is requesting: 1) to change access to the telecommunication facility so that access is <br />from 31st Avenue over TMK 1-5-017:084, and 2) a 5 -year time extension to Condition No. 2 to <br />complete construction of the facility. The subject property is situated between 31" Avenue and <br />32nd Avenue, about 2,160 feet southeast of the Paradise Drive intersection, Hawaiian Paradise <br />Park, Puna, Hawaii, TMKs (3) 1-5-017:84 and 1-5-017:118. <br />CLARKSON: With that, we'll proceed with the first item on the agenda, which is an <br />application from Cellco Partnership to amend an existing Use Permit, and Maija will proceed, <br />please. <br />JACKSON: Good morning, everyone, and happy new year, happy new decade. So, the first <br />application on our agenda today is a request from Cellco Partnership also known as Verizon <br />Wireless to amend Use Permit No. 15-56. The subject property is located in the Puna District in <br />the Hawaiian Paradise Park Subdivision. The properties are outlined in black in the middle of <br />the slide, and you can see the Kea`au-Pahoa Road running in a north -south direction on the left <br />side of the slide, and Paradise Drive coming off towards the north, and Maku`u Drive on the <br />bottom of the slide.
