<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br />HEARING TRANSCRIPT <br />JANUARY 6, 2011 <br />CORAL WIRELESS, LLC dba MOBI <br />A regularly advertised hearing on the application of <br />PCS (USE 10-024) <br />was called to order at 10:00 a.m. in the County of Hawai‘i, Aupuni Center <br />Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman Zendo Kern presiding. <br />COMMISSIONERS PRESENT: Zendo Kern, Dean Au, Takashi Domingo, Wallace Ishibashi, <br />Stephen Ono, and Rell Woodward <br />STAFF PRESENT: Julie Mecklenburg (Deputy Corporation Counsel), Daryn Arai (Planning <br />Program Manager), Phyllis Fujimoto (Staff Planner), Maija CottleJeff <br />Darrow (Staff Planner). <br />And 7 people from the public in attendance. <br />APPLICANT: CORAL WIRELESS, LLC dba MOBI PCS (USE 10-024) <br />Application for a Use Permit to allow the construction of an 80-foot tall telecommunication <br />monopole with 6-foot tall panel antennas and related facilities on an approximate 200-square <br />foot portion of a 21.03-acre parcel situated in the State Land Use Agricultural District. The <br />property is located in Waipunalei, approximately one mile north of the town of <br />North Hilo, Hawai‘i, TMK: 3-6-004: Portion of 7. <br />KERN: The next item on the agenda is applicant CORAL WIRELESS, LLC dba MOBI PCS <br />(USE 10-024). All yours, Jeff. <br />DARROW: Thank you, Mr. Chairman. This application is similar to our last application. Our <br />applicant is Coral Wireless, LLC doing business as Mobi PCS; and, again, they’re requesting a <br />Use Permit to allow for a monopole tower. <br />The area of this application is within the district; more specifically we’re looking at the <br /> area identified with your yellow and pink zoning, representing residential and <br />commercial. You might be familiar with the store in which is located just in this <br />particular area here. The area of the subject application is identified with a black outline just <br />above Park; and this is your first gulch as you’re going towards, oh, I’m sorry, <br />second gulch as you’re going towards Waimea. This is a little closer view. Again, we have the <br />black outline. This is Hawai‘i Belt Road running in a, I would say, north-south direction. Again, <br />we have the Park identified with the light green, which represents Agricultural 1-acre zoning. <br />The darker green represents Agricultural 20 acres. Just for some background, this particular <br />property has an existing tower, an 80-foot monopole that was approved in 2003. During that <br />time they went through a special permit and a special management area use permit process, <br />which was approved, SMA 434 and Special Permit 1214. The actual tower site is located just <br />about in this particular area. And this particular tower will be located just next to it. <br />This is an aerial photo. This is Hawai‘i Belt Road. Again, you have the Park located in this <br />general area. On the property you have an existing warehouse, as well as the existing dwelling, <br />and this is the existing tower site. <br />The applicant is requesting a Use Permit to allow the construction of an 80-foot tall monopole <br />with nine 6-foot antennas mounted on the top of the monopole on an approximate 200-square <br />1 <br />EXHIBIT C <br /> <br />
