Conditions can change drastically in that time. There may be more <br />neighbors and more traffic; a similar development may have reduced the demand for this type of project; species may <br />have become endangered; climate change may have changed shoreline or flood zones; or many other things. <br />Council review will allow the public to weigh in, and allow Council to take an updated look at what the community needs <br />and what the developer should be required to do. <br />It seems that some developers keep doing extensions till they get a Planning Commission and Council and Mayor they <br />like. Then they go for approval of new conditions —like eliminating bike paths, dispensing with traffic studies, or building <br />less affordable housing. <br />Some developers also seem to get rezoning for the sole purpose of selling the property at a profit. Buyers know they will <br />have time to work on their development plans since extensions are so easy to get. <br />Mr. Kern says what the bill proposes is already being done. That's good --but it's not good enough. Let's get this nailed <br />down with a law. <br />As the recent housing scandal showed, there's a lot of skullduggery going on with developments. This bill will help by <br />requiring developers to be more realistic with their proposals. <br />
