Rc'd at 10/4/22 by CNI <br />Dist'd 10/6/22 Read <br />FILE COPY <br />WPCtestimony <br />From: Peter Matlock <matlockpeter@gmail.com> <br />Sent: Tuesday, October 04, 2022 3:03 PM <br />To: WPCtestimony <br />Subject: Testimony for Bill No 194, PL-CCI-2022-00002 <br />Dear Windward Planning Commission, <br />Thank you for the opportunity to provide testimony to support Bill No 194, PL-CCI-2022-00002. <br />Councilperson Inaba proposed this bill to have the County Council approve time extensions <br />for previously approved rezoning applications. <br />It seems poor planning to simply keep extending approved applications, often for decades, <br />without re -reviewing the conditions of approval to reflect changes in traffic and roads, water, <br />wastewater, schools, archaeology, and cultural preservation perspectives that occur in the <br />intervening years. Any extensions should be approved by County Council, and not by Planning <br />Department staff. <br />In addition, please add time limits to permit approvals, and ensure that background studies are <br />updated for any extension requests, to avoid this problem in the future. <br />I live on the leeward side of the Island, where we are dramatically impacted by these "stealth" <br />extensions of projects approved years (often many years) ago under dramatically different <br />circumstances. <br />It would be extremely useful to know how many and which projects are pending based on prior <br />approvals, approvals seeking extensions, and current requests. <br />We need better planning, and community and culturally appropriate development. <br />Very best regards, <br />Peter Matlock <br />Kailua Kona, HI <br />1 <br />
