Periodic review of proposals <br />are necessary to insure the promised projects are on track as proposed and then permitted by the County, with the <br />County Council having the final say on time extensions if they're actually necessary. If a time extension is, indeed, <br />deemed necessary through rigorous review, it should only be given long before the proposal's time limit for <br />completion has been reached — the amount of time to be not more than 5 years for most projects. <br />I've been involved in land use issues for most of my 40 years living in Hawafi. The news of projects being given <br />extensions for their plans has been a constant.
