(PL- REZ-2022- <br />000017), TMK: (3) 7-7-008:062. <br />I oppose the proposed rezoning <br />There is other testimony that discusses in depth the many reasons to oppose the proposed rezoning of this lot <br />from A-5a to FA-1 a. I defer to the analyses provided by others to oppose the proposed rezoning. <br />I would, however, like to comment on the disrespectful approach taken by applicant and applicant's <br />representative (LPH) regarding the site's archaeological significance. <br />To rely on a survey from 1987 is --at the least --inappropriate. Much in the field of archaeology, and in particular <br />in our collective understanding of Hawaiian history and culture, has changed in the intervening 35 (yes, thirty- <br />five) years. We now have a much greater appreciation of how pre -contact Hawaiians practiced highly <br />productive dry -land farming in this region, and how this knowledge may be critical going forward as we face <br />dramatic changes such as climate change and requirements to farm under drought conditions. <br />Applicant and applicant's representative have somehow --through a private phone call of which there is no <br />current public record --managed to circumvent DLNR and SHPD's recommendation to conduct a new AIS in the <br />event new structures have been found --and new structures have been found. The attempt to "kick this can <br />down the road" until a proposed subdivision will only lead to further arguments that costs of a proper AIS can <br />not be justified. In addition, studying ever smaller portions of what was a large, integrated food production <br />system becomes more and more meaningless and assures loss of valuable archaeological knowledge and <br />relics <br />Please oppose the proposed rezoning <br />Very respectfully, <br />Peter Matlock <br />Kailua Kona.
