(PL-REZ-2022-000017), TMK: (3) <br />7-7-008:062 <br />Aloha commissioners, <br />Apologies for forwarding another community member's testimony regarding this issue. We were communicating our <br />thoughts and that's how emailing can go when we're multi tasking. <br />Having said that, I agree with the points in that testimony. From my personal perspective and experience, I'd like to add: <br />• The plan doesn't fit KCDP visions and guidelines. <br />o Though some may call rezoning ag 5 to ag 1 "infill", that's not the true intention of that Smart Growth <br />parameter as there's no TOD or TND attached to this proposed development. Infill infers more dense <br />housing near a clearly, purposefully created TND or TOD. <br />o Ag development per the KCDP encourages homes to be built in clusters to help limit extra infrastructure <br />burden. This plan will preclude that from ever happening. <br />o The project ignores concurrency demands put forth by the KCDP. No one in their right mind could allow <br />any new developments that depend upon AIM Drive and Kuakini Highway before connectors and main <br />roads are upgraded to standards that can handle more traffic and growth. <br />+—Rezoning-is only the first step in what might be allowed on this property. Subsequent owners may ask for — and <br />receive — permits to double or more!) the amount of housing eventually allowed there as is a common <br />occurrence. <br />• The impact of overdevelopment on the kailua-kona/ali'i drive shoreline is undeniably intense.
