LAND'` ;y <br />PLANNING <br />HAWAII LLC <br />October 31, 2022 <br />Jeffrey Darrow, Deputy Director <br />Planning Department <br />COUNTY OF HAWAII <br />101 Pauahi Street <br />Hilo, HI 96720 <br />Dear Mr. Darrow: <br />194 Wiwoole St. Hilo, HI 96720 <br />(808) 333-3393 <br />info@landplanninghawaii.com <br />Subject: Special Permit Application — Additional Information and Revisions <br />Applicant: Robert Silber <br />Kamaili, Pahoa, Puna, Hawaii TMK (3) 1-3-002:140 <br />We are in receipt of the Background and Recommendation Reports on the subject application. <br />We have reviewed the proposed conditions and appreciate the work that has gone into crafting <br />them. <br />The applicant would like the ability to construct one (1) potable water storage tank of 20,000 <br />gallons capacity instead of two (2) tanks of 10,000 gallons capacity each. <br />The applicant would also like to request the option to store water for fire suppression purposes in <br />a pond if approved by the Fire Department. The proposed pond would maintain at least 60,000 <br />gallons of water at all times. This could be accomplished by a square pond approximately 40 feet <br />on each side and on average 4 feet deep. Please see attached conceptual site plan showing the <br />approximate proposed location of the pond. <br />We understand the need for accelerated deadlines on as -built permitting requirements and <br />appreciate the suggested six-month deadline on Conditions 3, 6, 8, 14 (with the potential for one <br />additional six-month period by administrative approval). However, we are concerned that the <br />lengthy review times often encountered at permitting agencies may cause the applicant to miss <br />these deadlines despite their best efforts. Based on recent discussions regarding the time to <br />perform conditions of approval on projects more broadly we would respectfully request <br />consideration that time spent in agency reviews not be counted toward the total time elapsed for <br />those conditions. <br />If there are any other questions, please feel free to direct them to me.
