<br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br />MINUTES <br />September 1, 2010 <br />The Windward Planning Commission met in regular session at 9:07 a.m. in the County of <br />Hawai‘i Councilroom, County Building, 25 Aupuni Street, Hilo, Hawai‘i with Chairman Rell <br />Woodward presiding. <br />COMMISSIONERS PRESENT: Rell Woodward, Dean Au, Takashi Domingo, Wallace <br />Ishibashi, Zendo Kern, and Stephen Ono. <br />STAFF PRESENT: Brandon Gonzalez (Deputy Corporation Counsel), Kelly Gomes <br />representing Department of Public Works, BJ Leithead Todd (Planning Director), Daryn Arai <br />(Planning Program Manager), Jeff Darrow (Staff Planner) and Maija Cottle (Staff Planner). <br />The Chair introduced the staff and Windward Planning Commissioners to the public and <br />described the procedures to be followed for today’s meeting. <br />The Commission took up the following item at 9:10 a.m. with six people from the public in <br />attendance. <br />APPLICANTS: JIN SOO AND RAN HUI IIDA (REZ 07-073) <br />Amendment to Change of Zone Ordinance No. 08-039, which changed the district zoning of the <br />subject 23,559 square-foot property from Single-Family Residential-10,000 square feet (RS-10) <br />to Neighborhood Commercial-20,000 square feet (CN-20). The amendment request is to delete <br />Condition D that restricts uses on the property to personal services, residential and residential- <br />related. The property is located along the west side of Kilauea Avenue, approximately 420 feet <br />south of the Kilauea Avenue-Puainako Street intersection, Waiakea Homestead Houselots, <br />Waiakea, South Hilo, Hawaii, TMK: 2-2-40:121. <br />(SEE EXHIBIT A) <br />The Commission then took up the following item at 9:50 a.m. with three people from the public <br />in attendance. <br />APPLICANT: COUNTY OF HAWAII, DEPARTMENT OF PARKS AND <br />RECREATION (SPP 10-104) <br />Special Permit to allow for the expansion of the existing 17.8-acre Alae Cemetery. The <br />proposed 11.079-acre expansion area is situated adjacent to and west (mauka) of the existing <br />cemetery, on lands situated within the State Land Use Agricultural District.
