WINDWARD AND LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES MARCH 5, 2010 A regularly advertised hearing on the WINDWARD AND LEEWARD PLANNING COMMISSIONS’ RULES OF PRACTICE AND PROCEDURES was called to order at 9:10 a.m. The Windward Planning Commission met in the County of Hawaii Councilroom, County Building, 25 Aupuni Street, Hilo, Hawai‘i and the Leeward Planning Commissions met in Kona Council Office (Video Conference), Kailua Trade Center, 75-5706 Hanama Place, Suite 109, Kailua-Kona, Hawai‘i, with Chairman Rell Woodward presiding. WINDWARD PLANNING COMMISSIONERS PRESENT: Chairman Rell Woodward, Dean Au, Takashi Domingo, Andrew Iwashita, Zendo Kern, and Wallace Ishibashi. LEEWARD PLANNING COMMISSIONERS PRESENT: Chairman Fred Housel, Brandi Beaudet, Lani Bowman, Richard Nelson III STAFF PRESENT: Brandon Gonzalez (Deputy Corporation Counsel), BJ Leithead Todd (Planning Director), Norman Hayashi, (Planning Program Manager), Phyllis Fujimoto (Staff Planner), Jeff Darrow (Staff Planner), and Maija Cottle (Staff Planner). LEEWARD PLANNING COMMISSIONERS ABSENT: Geraldine Giffin, Wayne Iokepa,and Rodney Watanabe REVIEW AND ADOPTION OF THE LEEWARD AND WINDWARD PLANNING COMMISSIONS’ RULES OF PRACTICE AND PROCEDURES. Designated Chairman Woodward introduced the Windward and Leeward Planning Commissioners and staff to the members of the public. The Chair noted this item was first discussed at a joint meeting of the Leeward and Windward Planning Commissions on December 9, 2009, in Waikoloa where they reviewed the initial draft. He said circulated subsequently are the proposed changes to the initial draft. Mr. Hayashi explained that the purpose was to adopt a uniform rules of practice and procedure for the Windward and Leeward Planning Commissions as required by the Hawai‘i County Charter. He said there were a number of recommendations made by the Commissioners; however, recommendations to make the rules consistent with other rules were not possible 1
