<br />WINDWARD AND LEEWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br />MINUTES <br />MARCH 5, 2010 <br />A regularly advertised hearing on the WINDWARD AND LEEWARD PLANNING <br />COMMISSIONS’ RULES OF PRACTICE AND PROCEDURES was called to order at 9:10 <br />a.m. The Windward Planning Commission met in the County of Hawaii Councilroom, County <br />Building, 25 Aupuni Street, Hilo, Hawai‘i and the Leeward Planning Commissions met in Kona <br />Council Office (Video Conference), Kailua Trade Center, 75-5706 Hanama Place, Suite 109, <br />Kailua-Kona, Hawai‘i, with Chairman Rell Woodward presiding. <br />WINDWARD PLANNING COMMISSIONERS PRESENT: Chairman Rell Woodward, Dean <br />Au, Takashi Domingo, Andrew Iwashita, Zendo Kern, and Wallace Ishibashi. <br /> <br />LEEWARD PLANNING COMMISSIONERS PRESENT: Chairman Fred Housel, Brandi <br />Beaudet, Lani Bowman, Richard Nelson III <br /> <br />STAFF PRESENT: Brandon Gonzalez (Deputy Corporation Counsel), BJ Leithead Todd <br />(Planning Director), Norman Hayashi, (Planning Program Manager), Phyllis Fujimoto (Staff <br />Planner), Jeff Darrow (Staff Planner), and Maija Cottle (Staff Planner). <br /> <br />LEEWARD PLANNING COMMISSIONERS ABSENT: Geraldine Giffin, Wayne Iokepa,and <br />Rodney Watanabe <br /> <br />REVIEW AND ADOPTION OF THE LEEWARD AND WINDWARD PLANNING <br />COMMISSIONS’ RULES OF PRACTICE AND PROCEDURES. <br /> <br />Designated Chairman Woodward introduced the Windward and Leeward Planning <br />Commissioners and staff to the members of the public. <br />The Chair noted this item was first discussed at a joint meeting of the Leeward and Windward <br />Planning Commissions on December 9, 2009, in Waikoloa where they reviewed the initial draft. <br /> He said circulated subsequently are the proposed changes to the initial draft. <br />Mr. Hayashi explained that the purpose was to adopt a uniform rules of practice and procedure <br />for the Windward and Leeward Planning Commissions as required by the Hawai‘i County <br />Charter. He said there were a number of recommendations made by the Commissioners; <br />however, recommendations to make the rules consistent with other rules were not possible <br />1 <br /> <br />
