Kapaau Hawaii, 96755 808-638-1935 <br /> To whom it may ���� PLANNING DEPT <br /> concern DEC 12 2022 p 2.18 <br /> PlanningDepartment p REO'0 r4" HAIL <br /> 101 Pauahi Street Hilo HI 96720 <br /> RE: Special Permit SPP 01-000006 TMK 5-4-009: 014— Hawaii Island Retreat LLC. <br /> I am writing regarding planning consultant Sidney Fuke's letter to me on November 25 regarding <br /> the filed amendment to SMA 01-000003 and SPP 01-00006. <br /> My interest in this matter is clearly distinguishable from the general public. I am impacted <br /> detrimentally by the existing operations of Hawaii Island Retreat and will be further impacted by <br /> the proposed expansion. <br /> The applicant's property is accessed via a dirt road that runs across my property (via an <br /> easement) for more than 100 yards. The road is on the northeast side of my property, windward <br /> of our home. <br /> The Hawaii Island Retreat guests do not consistently observe reasonable speeds while driving <br /> on the road. The noise of speeding cars and work trucks on the bumpy road is constant. <br /> Additionally, there are many curves and hills blocking the view along the roadway. Despite <br /> deliberate, slow, careful driving on our part there have been several close calls with speeding <br /> drivers. In two cases we were forced off the road by careless drivers near the crest of the hill <br /> just above our driveway - these were both drivers using the road to access the retreat. <br /> Additionally, the road is often dry and dusty. The constant traffic to and from the retreat grinds <br /> the road surface into a fine powder. Huge plumes of fugitive dust blow across our entire property <br /> from the road and into our home, kitchen, bedrooms.. etc. <br /> Recently we built a 6' stone wall along the road in an attempt to mitigate the dust. It was a very <br /> costly and time-consuming project. It helps, but it is by no means a cure. More than doubling the <br /> capacity at the retreat will make this situation much worst. <br /> The only reasonable answer is to have the road paved to eliminate the dust and to install speed <br /> bumps to keep the visitor's speed reasonable. <br /> Please acknowledge receipt of this communication.
