RPunalei Maki SMA 4/21/2023 <br /> COUNTY OF HAWAI`I PLANNING DEPARTMENT <br /> RECOMMENDATION <br /> PUNALEI MAKAI LIVING TRUST <br /> SPECIAL MANAGEMENT AREA USE PERMIT APPLICATION <br /> (PL-SMA-2023-000026) <br /> Upon careful review of the applicant's request against the guidelines for granting of a Special <br /> Management Area Use Permit, the Planning Director recommends that this request to demolish <br /> an existing single-family residence and construct one (1) two-story, 3,788 square foot, <br /> single-family residence, one (1) 1,575 square foot first farm dwelling, one (1) 1,000 square <br /> foot stand-alone garage, and related improvements on 9.51 acres of land situated within the <br /> Special Management Area be approved by the Planning Commission. Since this <br /> recommendation is made without the benefit of public testimony, the Director reserves the right <br /> to modify and/or alter this recommendation based upon additional information presented at the <br /> public hearing. This approval recommendation is based on the following: <br /> The applicant requests a Special Management Area Use Permit to demolish an existing <br /> single-family dwelling and construct a new single-family dwelling, a first farm dwelling <br /> and related improvements on a 9.51-acre parcel of land located on the makai (seaward) <br /> side of Hawaii Belt Road within the Special Management Area (SMA) on the Island of <br /> Hawaii. The proposed main dwelling (dwelling 1) will be two (2) stories and includes <br /> 3,788 square feet (sf) of interior space and 2,593 sf of accessory space. The height of <br /> Dwelling I will be 28-feet and will be cited approximately 130-feet from the shoreline <br /> (top of Pali). The proposed First Farm Dwelling (Dwelling 2) will be a one (1) story <br /> dwelling with 1,575 sf of interior space and 704 sf of accessory space. The maximum <br /> height of Dwelling 2 will be less than 20 feet and will be located approximately 230-feet <br /> from the shoreline. Additional development includes the construction of a 1,000-sf stand- <br /> alone garage structure which will be less than 20-feet in height, located approximately <br /> 300-feet from the shoreline, and will be cited 28-feet from Dwelling 2. According to Real <br /> Property Tax records, the existing dwelling was constructed prior to the establishment of <br /> SMA law (1936), and as such will be demolished to bring the property into compliance <br /> -1- <br />
