RKonaAeria1.SPP.JMA.7.26 21 <br /> COUNTY OF HAWAII PLANNING DEPARTMENT <br /> RECOMMENDATION <br /> KONA AERIAL GYMNASTIC TEAM INC. <br /> SPECIAL PERMIT APPLICATION (SPP 21-000227) <br /> Upon review of the request against the guidelines for granting a Special Permit,the Deputy <br /> Planning Director recommends that the request to legitimize the operation of a youth gymnastic <br /> and sports fitness facility and related improvements on an approximately 2.3-acre portion of a <br /> larger 23.738-acre property in the State Land Use Agricultural District be approved by the <br /> Planning Commission. Since this recommendation is made without the benefit of public <br /> testimony, the Deputy Planning Director reserves the right to modify and or alter this <br /> recommendation based upon additional information presented at the public hearing. This approval <br /> recommendation is based on the following findings: <br /> The applicant is requesting a Special Permit to legitimize the operation of a youth <br /> gymnastic and sports fitness facility and related improvements on an approximately 2.3- <br /> acre portion of a larger 23.738-acre property situated within the SLU Agricultural <br /> District. According to the applicant, the proposed development will consist of the <br /> following improvements: <br /> ■ Conversion of the existing 12,600 square-foot warehouse structure for the proposed <br /> operation of a gymnastics and sports fitness facility. The applicant will obtain all <br /> necessary permits to legitimize the proposed use. <br /> ■ Construction of 38 gravel surfaced parking stalls, including 2 ADA accessible stall (1 <br /> van accessible). ADA stalls will be properly sloped and compacted to provide a firm, <br /> slip-free surface, with paving if required. <br /> ■ Access to the site will be provided by the existing 12 to 15-foot wide, 1,000-foot long <br /> gravel driveway. The gravel drive is in the process of being upgraded and aligned <br /> within the permanent future roadway corridor. Secondary, emergency access will be <br /> provided by the paved, approximately 10-foot wide and 1,800-foot long access drive <br /> (mauka-makai). <br />
