B CochranUSE.cm.5-17-23 <br /> COUNTY OF HAWAI`I PLANNING DEPARTMENT <br /> BACKGROUND REPORT <br /> COLLEEN COCHRAN <br /> USE PERNHT APPLICATION (PL-USE-2022-000007) <br /> COLLEEN COCHRAN is requesting a Use Permit to operate a 1-bedroom bed and breakfast <br /> establishment within an existing 2-bedroom dwelling situated on approximately 0.4029 acres of <br /> land within the Single-Family Residential-7,500 square feet (RS-7.5) zoning district. The subject <br /> property is located at 484 Kukuau Street, approximately 200 feet southwest of its intersection with <br /> Kumuko`a Street, Kukuau 2nd, South Hilo, Hawaii, TMK: (3) 2-3-042:011. <br /> APPLICANT'S REOUEST <br /> 1. Request: The applicant is requesting a Use Permit to establish a 1-bedroom bed and <br /> breakfast operation within a single-family dwelling on the subject property. The 2-story <br /> dwelling consists of 2 bedrooms and 2 bathrooms, one of which will be utilized by the <br /> applicant who will also be the onsite caretaker. The bed and breakfast will provide <br /> overnight accommodation to a maximum of 2 guests for less than 30 days. Breakfast will <br /> be provided to registered guests only and no other meals will be provided. No exterior <br /> signage for the bed and breakfast establishment is being proposed. <br /> 2. Reason for Request: The applicant's reason for the request is to provide overnight <br /> accommodation for visitors and to generate extra income for the property. Also, the <br /> applicant mentions that the dwelling has become too big for her since some immediate <br /> family members have recently departed. <br /> 3. Staffing/Employees: The applicant will be the onsite caretaker and will hire one employee <br /> to assist with routine cleaning. <br /> 4. Hours of Operation: Guest check-in time will be between 3:00 pm and 8:00 pm, and <br /> check-out time will be at 11:00 am. <br /> 5. Timetable and Cost: If the bed and breakfast establishment is approved, the applicant <br /> intends to begin operations immediately and does not feel improvements to the existing <br /> dwelling will be necessary. <br /> 6. Definition of"Bed and Breakfast Establishment": According to Section 25-1-5 of the <br /> Zoning Code, a "bed and breakfast establishment" means any single-family dwellings <br /> -1- <br />
