Attached is <br /> the signed copy). <br /> Mahalo nui for this opportunity to engage civically and testify. <br /> Antu Harvey <br /> Subject: Testimony—Oppose Rule 9-11 (4) Amendment <br /> Aloha Chairs DeFranco and Lin and Members of the Leeward and Windward Planning Commissions, <br /> On behalf of the Board of Directors of Pulama is Kona Heritage Council, <br /> Pulama OPPOSES this amendment until these conditions can be met: <br /> 1. Written Description—The Planning Department must clearly document that this <br /> • is prepared under signature of the Planning Department (not just a pass through <br /> from the applicant) <br /> • AND that it reflects adequate diligence (complies with the requirements and rules as <br /> a CLG (Certified Local Government)) <br /> • AND that it includes the CRC's (Cultural Resource Commission) review, information <br /> and recommendation BEFORE it is submitted. <br /> 2. Archaelogical Inventory Report - must restore original item (A). Until the CRC can be <br /> adequately integrated as the primary authority role in this procedure, to "protect and <br /> preserve natural and manmade historic resources", this submission should at least include <br /> the inventory report by a licensed archaeologist,AND that is reviewed and commented on <br /> by the CRC BEFORE being sent to SHPD for review. <br /> Pulama's concerns: <br /> It is unclear the current workflow (process) by the Planning Department adequately <br /> complies with HRS Section 2015A-2, subsection (b) Objectives. <br /> (2) Historic resources; - (A) Protect, preserve, and, where desirable, <br /> restore those natural and manmade historic and prehistoric <br /> resources in the coastal zone management area that are significant <br /> in Hawaiian and American history and culture. <br /> 1. How is the Planning Department pulling together information to support drafting the <br /> submission? Does the Planning Department proactively: "...maintain a system for the survey, <br /> inventory and nomination of historic properties and archaeological sites within the county, <br /> as well as a system of site monitoring, that is compatible with that of the State Historic <br /> Preservation Office?
