<br />KAILUA VILLAGE DESIGN COMMISSION <br />COUNTY OF HAWAI‘I <br />MINUTES <br />Meeting Date: August 8, 2023 <br />Time: 1:09 p.m. <br />Location: Live-stream online meeting, with the Planning Department Conference Room, <br />nd <br />West Hawai‘i Civic Center, Building E, 2 Floor, 74-5044 Ane Keohokālole <br />Highway, Kailua-Kona, Hawai‘i, as the in-person meeting site <br />CALL TO ORDER <br />Commissioners present via Zoom: Shaun Roth, Alayna Kilkuskie, Palani Greenwell, <br />Coleman Ka‘ōpua and Rebekah Lussiaa <br />Absent and excused: Bronsten Kossow and Tsing Young <br />Office of the Corporation Counsel: Suzanna Tiapula, Esq. (Counsel to the Commission) <br />Planning Department: Deanne Bugado (Planner), Rosalind Newlon (Planner) and <br />Marie Hong (Planner) <br />Applicants/Representatives: Dr. William C. Foulk, John Edwards <br />Public member in person: None <br />A quorum was present. Chairman Roth called the meeting to order at 1:07 p.m. <br />Chairman Roth introduced the Commissioners. He explained the Commission’s duties and meeting <br />procedure and reminded the Commissioners to keep their cameras on. Commissioner Greenwell <br />disclosed that his draftsperson Winter Anderson was nearby \[but not participating in the meeting\] <br />and Commissioner Ka‘ōpua disclosed that his daughter was in the car\[but not participating in the <br />meeting\]. <br />Commissioner Kilkuskie stated for the record that she has a professional relationship with the <br />applicant of new business but there is nothing current and nothing of a financial nature. <br />APPROVAL OF MINUTES <br />Minutes of the Meetings of April 25, 2023, May 9, 2023, May 23, 2023 and July 11, 2023 were <br />circulated to the Commission prior to the meeting and Chairman Roth asked if there were any <br />corrections to the minutes. No corrections were offered, and the minutes were approved as <br />circulated. <br />STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS <br />Chairman Roth confirmed with staff that there were no statements from the public. <br />NEW BUSINESS <br />1. PL-KVD-2023-000038: The applicant, Dr. William C. Foulk, is requesting design review <br />for a new 3-story apartment building, with ground level parking, located at 75-5762 Alahou <br />Street, in the Lono-Kona Subdivision, and located in the RM-1 zoning district, with the size <br />of the lot approximately 8,217 square feet, allowing 8 units. The proposed apartment <br />building consists of 8 units with 4 on each floor, with 2 bedrooms, 2 baths, and providing 14 <br />off-street parking spaces, landscaping, and associated improvements. The proposed <br />exterior paint includes 3-coat “awesome blossom” warm green with “antique marble” trim <br />and accents color, and warm gray architectural shingles. <br />Applicant: Dr. William C.
