From: Kathleen Huckabay <br /> To: LPCtestimonv <br /> Subject: PL-REZ-2023-052 Public Testimony for Leeword Planning Commission <br /> Date: Thursday,January 11,2024 12:33:39 PM <br /> I am writing, as an individual, to object to any change in the zoning from an Open Zoning <br /> district to an IndustrialCommercial Mixed-20,000 square feet(MCX-20) for a 26.502 acre <br /> portion of a larger 29.610-acre property until the items listed below are addressed and <br /> resolved. The subject property is located on the south side of Pula Melia Street approximately <br /> 0.2 miles southeast of its intersection with Waikoloa Road, Waikoloa, South Kohala, Hawaii. <br /> Waikoloa and Waikoloa road are under resourced at this time and much ongoing work needs <br /> to be done before any such rezone should be allowed. <br /> 1) Waikoloa road runs from Waimea to Queen K. At this point, the road is under <br /> reconstruction and widening which will last for the next 12 months. <br /> 2) There is ongoing work at the intersection of Waikoloa Rd and Paniollo to create a <br /> roundabout; this project may divert traffic to other locations while the construction is <br /> completed. <br /> 3)There is already significant traffic on Waikoloa Road as the road is the main connector for <br /> vehicles going to and from Hilo. <br /> 4) The traffic counts in the study under-represented the increase in traffic if the Light <br /> Industrial Center would be allowed as it did not include the potential traffic from the over <br /> 4,500 homes north of the proposed project; this is particularly of concern should the project <br /> include .the proposed storage units. <br /> 5) The report did not include the number of electronic charging stations that would be made <br /> available to condo owners. <br /> 6) The project is located at the entrance to the village and could be unattractive and <br /> could potentially reduce property values in the village. <br /> 7) Lastly, the village is prone to fire hazards and the project could significantly reduce the <br /> number of evacuees should a fire occur requiring them to evacuate from their homes. <br /> I Would hope that any decision is delayed until such time as the Waikoloa issues are resolved. <br /> Kathleen Huckabay <br /> 68-1872 Puu Nui St. <br />
