As a resident deeply invested in the well-being of our community, I believe it is crucial to <br /> address the potential inequities and enforcement challenges that may arise from the current <br /> draft of the bill. <br /> Firstly, the requirement for property owners to provide affidavits confirming all improvements <br /> on their property are properly permitted could place an undue burden on many, especially <br /> given the historical challenges with the permitting process in Hawaii County. This <br /> requirement seems to disproportionately affect those who may have made minor, unpermitted <br /> improvements to their homes over the years. Therefore, I urge the Planning Commission to <br /> recommend the removal of the affidavit requirement to ensure fairness and avoid penalizing <br /> homeowners for systemic inefficiencies. <br /> Additionally, the bill's restrictions on where hosts live in relation to their guests could <br /> transform neighborhoods and infringe on private property rights. It is my belief that as long as <br /> the owner resides in the same building, on the same parcel, or on an adjacent parcel, it is an <br /> overreach to dictate where they can and cannot sleep. I request that the Planning Commission <br /> recommend the removal of these restrictions to preserve the character of our neighborhoods <br /> and respect the rights of property owners. <br /> Lastly, the proposed regulations could significantly impact the availability of alternative <br /> accommodations such as tiny homes, tents, and trailers. These accommodations often provide <br /> affordable and unique lodging options for visitors and residents alike. I recommend that the <br /> Planning Commission advocate for clarity and support for these alternative accommodations <br /> to ensure they remain a viable option within our community. <br /> In conclusion, I respectfully request that the Planning Commission consider these concerns <br /> and recommend adjustments to Bill 121 that prioritize fairness, enforceability, and the <br /> preservation of our community's character.
