From: Chris Brashear
To: WPCtestimony
Subject: Concerns of Bill 121's impact on Local Economy and Community
Date: Tuesday,April 2,2024 12:46:38 PM
Chairman Dennis Lin
Windward Planning Commission
County of Hawaii
25 Aupuni St.
Unit 1502
Hilo, HI 96720
Aloha Chairman Lin,
I am writing to express my concerns about the proposed changes under Bill 121, which I
believe could have unintended negative impacts on our local economy, community, and
the very fabric of our island's way of life. As an Airbnb host who lives in Kona and owns 3
properties, these rentals not only allow my family to call this beautiful island our home but
also support local businesses, cleaners, and construction workers.
The proposed bill, while well-intentioned in its efforts to regulate short-term rentals,
overlooks the broader economic and social contributions of hosts like myself. We play a
vital role in supporting the local economy by providing jobs and income for residents, and
by contributing to the vibrancy and diversity of our communities. The restrictions and
requirements introduced by Bill 121, such as the affidavit requirement and invasive
registration processes, could significantly hinder our ability to continue supporting our local
economy.
Therefore, I humbly request the Planning Commission to consider the following
recommendations:
1. Remove the affidavit requirement to alleviate unnecessary burdens on property
owners.
2. Streamline the registration process and eliminate invasive requirements, ensuring a
fair and efficient system for all.
3. Conduct an economic impact study to fully understand the implications of Bill 121 on
local businesses, workers, and the broader community.
By addressing these concerns, we can ensure that the regulations serve the best interests
of Hawaii County, balancing the need for regulation with the preservation of our local
economy and community spirit.
Mahalo for considering my perspective on this important issue. I believe that through
thoughtful dialogue and collaboration, we can find a solution that respects the rights of
property owners while addressing the concerns of the community.
