The proposed <br /> changes under Hawaii Bill 121 threaten the very essence of my livelihood <br /> and the financial stability that I have come to rely on through my vacation <br /> rental. <br /> For me, this isn't just a business; it's a lifeline. It's the means through which <br /> I can maintain my independence, afford my living expenses, and stay <br /> connected to the vibrant community that I love. The thought of losing this <br /> capability is not only daunting but terrifying. <br /> I understand the concerns that have been raised regarding vacation <br /> rentals, including enforceability, inequity, and the transformation of <br /> neighborhoods. However, I believe that with thoughtful consideration and <br /> targeted solutions, we can address these issues without stripping away the <br /> means of survival for individuals like myself. <br /> Therefore, I humbly request the Planning Commission to consider the <br /> following recommendations: <br /> Conduct an Economic Impact Study: Before making irreversible <br /> decisions, it's crucial to understand the full economic implications of Bill <br /> 121 on homeowners who depend on vacation rentals for their livelihood. <br /> Recommend the Removal of Intrusive Reporting Requirements: <br /> Simplifying the registration process and eliminating invasive requirements <br /> would allow homeowners to operate more freely without compromising the <br /> integrity of our neighborhoods. <br /> Implement an Undue Hardship Clause: Recognizing that for some, like <br /> myself, the operation of a vacation rental is a matter of financial survival. <br /> This clause would provide a safeguard for homeowners at risk of losing <br /> their housing due to the new regulations. <br /> I am not opposed to regulation or oversight. I believe in the responsible <br /> stewardship of our community and the aloha spirit that guides us. However, <br /> I also believe in fairness, compassion, and the recognition of individual <br /> circumstances. <br />
