From: Peaav Kunma
To: LPCtestimonv
Subject: Hawaii County Bills 121,122,123
Date: Sunday,April 14,2024 1:42:18 PM
Subject:A Plea for Reconsideration:121,122,&123
Leeward Planning Commission
I am writing to express my strong opposition to these Bills. As a resident and Short-Term Vacation Rental(STVR)owner in Volcano, this bill poses a significant
threat to my livelihood and the well-being of my'ohana.
The passage of this bill will have a devastating impact on me and my family.Relying on Hawaii State Pension and Social Security,I am barely able to manage
the high cast of living in our state. The restrictions imposed by this bill will force me into a position where I must seek employment outside my home, thereby
preventing me from caring for my mo'opuna while my daughter works. This situation will also place a financial strain on her due to the exorbitant cost of
childcare in Hawaii.
For nearly 20 years,my home has been a sanctuary for my family. The thought of selling it is heart-wrenching,especially since I refuse to rent long-term due to
past negative experiences with tenants.I have always been in full compliance with the NCR permit and have dutifully paid my taxes. My STVR caters to a high-
class of travelers, contributing positively to the local economy without any complaints.
Volcano, where my STVR is located, lacks hotels and has very limited lodging options outside of STVRs.By targeting local residents like myself, who reinvest
their income back into the community, this bill overlooks the broader issue of illegal rentals and those owned by non-residents.
I kindly urge you to reconsider the implications of Bill H131838.Instead of imposing such stringent measures on local residents,I suggest focusing efforts on
addressing illegal rentals and properties awned by mainland investors.Let us find a balanced solution that supports both the community and the local
economy.
Mahalo for considering my perspective on this critical issue.I hope for a future where local residents are not unduly burdened by legislative actions.
Me ke aloha pumehana,
Peggy Kunewa 11-3880 Liona Street,Volcano,HI 96785 808 937-3991
