From: BLERIM KUOI <br /> To: WPCtestimonv <br /> Subject: Written Testimony for Bill 121 Clarification on the Definition of"Professional Services"Under the"Gathering" <br /> Category <br /> Date: Sunday,March 31,2024 5:37:53 PM <br /> Dear Chairperson Lin and Esteemed Members of the Commission, <br /> My name is Blerim Kuqi, and I write to you regarding the proposed bill 121 that includes a <br /> new categorization of"professional services" for transient accommodation rentals. The new <br /> definition of"event", which is not allowed without a special permit or use permit, outlines that <br /> "professional services" can be classified as an event. <br /> As a frequent host of renters, I regularly have in-home services for my family's and renters <br /> needs. I find the current bill lacks the clarity required for residents to comply without <br /> inadvertently breaching its terms. <br /> In the spirit of our neighborhood's values, where the use of personal chefs for family dinners, <br /> yoga instructors for maintaining health, and stylists for personal grooming is commonplace, <br /> the proposed bill could be interpreted to inadvertently places these activities in the same <br /> category as events. These services are neither events nor disruptions; they are part of the daily <br /> fabric of our lives. They foster not only our personal well-being but also the local economy, by <br /> providing employment and encouraging cultural exchange. <br /> For instance, our personal chef, who prepares meals for my family twice a week, is integral to <br /> our lifestyle, especially considering our dietary needs. Under the proposed legislation, there is <br /> a risk that such a service could be misclassified as an event, leading to unnecessary <br /> bureaucratic hurdles, stress, and confusion. The occasional presence of these professionals in <br /> our homes is typical and should remain permissible without the requirement of special <br /> permits. <br /> I propose a more specific exemption in the bill under the definition of"gathering"to clearly <br /> distinguish between regular, non-disruptive in-home services and large-scale events that may <br /> indeed require additional oversight. This distinction will safeguard our ability to maintain our <br /> household's health and vitality without overstepping the intent of the bill to regulate disruptive <br /> events. <br /> I urge the commission to consider this amendment for the benefit of all residents who rely on <br /> such essential services.
