From: Ken Honma <br /> To: LPCtestimonv <br /> Subject: Guidance for Hawaii County"s General Plan 2045 <br /> Date: Wednesday, November 20,2024 9:37:44 PM <br /> To: Hawaii County Leeward Planning Commission <br /> Date: November 20, 2024 <br /> Subject: Testimony On Hawaii General Plan 2045 <br /> Planning commission members, as a kupuna of Hawaii County, I wish to offer my <br /> thoughts to you on the Hawaii County General Plan 2045. Thanks for giving the <br /> people this opportunity. <br /> It is obvious that a lot of time and effort has gone into producing this very large <br /> document that will have many and great consequences for the present and future <br /> people who live in the County of Hawaii. <br /> Therefore it is very important for the writers to be clear about who is creating this <br /> plan, and what legal grounds they have to put it forth. In this document, some of the <br /> powers that the the document includes, read like the commission intends to give itself <br /> dictatorial levels of power. <br /> The guidance of people of Hawaii county must be the starting and ending point of all <br /> discussions regarding anything in the proposed general plan. <br /> Are the restrictions, taxes, accommodations, takings, enforcements, penalties, <br /> international associations, and complying with international values, in conformance <br /> with the U.S. Constitution? I leave it to you to discuss why this is so important. The <br /> people of Hawaii county consider it monumentaly important. At this time, the people <br /> of Hawaii county do not trust the county government, and having an open and public <br /> discussion about constitutional conformance will help to alleviate questions and <br /> concerns about this. <br /> Although it's a given, it is illegal for any laws to be passed that are not in <br /> conformance with the USA constitution. After all, your committee is legal only <br /> because of our constitutional republic process. <br /> We want it to be explicitly clear in this proposed plan, that you, the planning commission, <br /> know its place in the hierarchy of our republic. To remind all the writers and readers of this <br /> plan of the fundamental reasons for the existence of this commission, please include the <br /> following in the introduction of this planning document: <br /> We the People of the County of Hawaii, in Order to form a more perfect Union, <br />
