For instance, will it be by section? <br /> The Commissioners have not doubt gone online to review the draft GP2045, then we all now <br /> have had a shared experience of attempting to compare it to the current General Plan. <br /> For a year now,public testimony has consistently stated that it is an impossible task to <br /> compare draft GP2045 to the current GP. because GP2045 is a gut-and-replacement of the <br /> current GP. <br /> Also,placing the GP2045 online in two different software platforms has disenfranchised a <br /> large number of the general public who have made sincere efforts to make informed <br /> comments, but are technologically-challenged. <br /> As a general statement, the draft GP2045 does not contain sufficient imperative and directive <br /> language to provide reasonable assurance that it will be implemented. <br /> For instance, the Section 3-15 of the county Charter states, in part, "The general plan shall <br /> contain a statement of development objectives, standards <br /> and principles with respect to the most desirable use of land within the county..." <br /> This is because Standards are the "legs" upon which the plan stand. Standards are essential to <br /> the implementation of any plan's objectives,policies, and actions. <br /> There are additional documents that are relevant to the draft General Plan that were not <br /> provided to the Commission in its board packet. . <br /> Documents attached to this e-mail: <br /> • Draft General Plan 2040,pages 102-125 <br /> • Trend Scenario and Land Use Allocation Technical Report <br /> • Technical Methodology for General Plan Land Use (2020-2024) <br /> • Scenic Resources Inventory and Mapping Project, Scenic Resource Protection Programs <br /> and Strategies(attached in follow-up e-mail testimony) <br /> The most important of the documents not provided to the Commission is the draft General <br /> Plan 2040 that was released in August 2019 by then-Planning Director Michael Yee. <br />
