Pro kr idui Lx P/ <br />The County of Hawaii recognizes the Department of Hawaiian Home Lands (DHHL) as a critical partner in <br />land use planning and the provision of infrastructure, services, and housing for Native Hawaiian <br />beneficiaries. The County affirms its commitment to working in collaboration with DHHL to align land use <br />policies, infrastructure planning, and public services with DHHL's Hawai`i Island Plan, General Plan, and <br />Regional Plans while upholding the principles of the Hawaiian Homes Commission Act (HHCA) of 1920, <br />as amended. <br />Recognition of DHHL Land Use Authority & Institutionalizing Coordination <br />• The Hawaiian Homes Commission has the ultimate con of over uses f t Hawaiian home lands <br />leased to native Hawaiians. The 2002 Memorandum of between the <br />County and DHHL is formally referenced in the General Plan and included as an appendix to <br />ensure institutional knowledge of DHHL's land use authority over its lands. <br />o Recommend this language be added to Authority limits of the GP on page 29. <br />• County agencies recognize that land use decisions on DHHL lands are determined by the <br />Hawaiian Homes Commission (HHC) and should coordinate accordingly. <br />o Recommend adding this as a policy under Objective 11 on page 80. <br />Planning and Land Use <br />• DHHL Plans (DHHL General Plan, DHHL Hawaii Island Plan, DHHL Regional Plans) will be the <br />authority on land use that will guide County policy regarding land uses and projects surrounding <br />DHHL lands to prevent land uses that may negatively impact homestead communities. <br />o Recommend adding this as a policy under Objective 11 on page 80. <br />• DHHL would like the County to strongly consider non- industrial uses in its LUPAG for lands that <br />border DHHL' s King' s Landing Tract. Those lands are currently being considered for future <br />homesteading and DHHL is currently going through a planning process to settle these lands. <br />o Recommend King's Landing be mapped as Extensive Agriculture to be more consistent <br />with the proposed settlement plans. <br />o Recommend adding a resource map of all DHHL lands. <br />Transportation and Consultation on Proposed Roadways <br />• The County should not depict proposed new roadways through DHHL lands without first engaging <br />in formal consultation with DHHL and its beneficiaries. <br />o Recommend removing the proposed GP road alignments shown on DHHL lands. <br />
