COO 5 `AN-WING DEFT <br /> AUG 29 2025 F$,2:2s 1 <br /> Concerned resident Letter of concern re: amendment application to special permit #1122 by <br /> Volcano Circus (PL-SSP-2024-000079). <br /> E ` , HAND DELIVERED <br /> I write as a 20-year resident neighbor of Volcano Circus / <br /> 1) main concern is about NOISE generation, from proposed recitals, fairs, fund raisers, etc. <br /> the applicant's history is one of hyper-amplification of sound systems. <br /> 2) Also concerned about TRAFFIC, as applicant states they are able to accommodate parking <br /> for 76 cars. The only access to the Circus is up through our subdivision. There is also <br /> no enter/exit point of their driveway improved for high traffic (gravel, unpaved apron). <br /> I have been cut off many times over the years by cars exiting the Circus. There is no <br /> "driveway" exit stop sign. <br /> 3) Also concerned about applicants stated plans permitting construction of FACILITIES. There <br /> was a scary time when the vision floated for this S.P.A.C.E. was for a "village center" of <br /> shops and services. I don't see any noise/pollution/uses details about new structures. <br /> The applicant touts the Lower Puna Development Committee's statement of a need for <br /> expanded services/facilities, BUT statement in no way recommends lack of <br /> respect/consideration of how and WHERE this might happen. <br /> 4) Also, I have transparency/trust issues with this organization... for instance, there are <br /> complaints about hyper-loud til midnight neighborhood house partying by people active <br /> within Volcano Circus, their neighbors are driven crazy at night, some contemplating <br /> selling out and relocating. I also have reason, from observation and parental input, that <br /> the school and other activities are already being implemented. <br /> 5) Also, I know of several people, including myself, who are afraid to attend hearings or be <br /> more vocal, because of past experiences with Applicant, of defamation, harassment, ridicule <br /> and intimidation tactics by entities/persons under the umbrella of S.P.A.C.E.. and some of their <br /> followers. <br /> Post script; thank you for reading... and please carefully consider this permit amendment <br /> proposal by the Circus as though it were happening in your own backyard. <br /> Also, It has also come to my attention that the contact person (Daryn Arai) recommended in <br /> documents, sent to us by the department, is actually an admitted ADVOCATE for said <br /> Applicant., and is there fore unlikely to express our concern to planning department. <br /> This advocacy is a further stimulus for distrust. <br /> -Mahalo nui <br />
