From: Kathleen Mishina <br /> To: WPCtestimonv <br /> Subject: PL-REZ-2025-000083: Request for Change of Zone from RS-20 to CV-20;TMK: (3)-1-9-005-0006 <br /> Date: Monday,September 1,2025 7:11:57 AM <br /> Dear Chairman Daniele: <br /> I am a resident of Volcano Village and am writing in opposition to the applicant, Mr. William <br /> Morris's, request for zoning change on the above captioned property. <br /> First, the request for zoning change to build a cafe/deli within a residential area will change <br /> the character of the immediate area in an otherwise quiet residential neighborhood, reducing <br /> the quality of life for residents adjacent to, and around, the subject property. <br /> Second, this request carries with it a necessary change in land use from Light Density Urban <br /> to the Medium Density Urban designation. <br /> TMK (30-1-9-005-006 is currently within a Low Density Urban area. According to the <br /> Hawaii County General Plan 2045, a CV-20 zoning is consistent with Medium Density Urban <br /> land use. Additionally, within Volcano Village, there are properties already designated for <br /> CV/Medium Density Urban use, and which could potentially offer alternative sites for the <br /> applicant's cafe/deli. It is best practice to concentrate commercial activities in already <br /> designated CV/Medium Density Urban areas, rather than disturbing the privacy of <br /> homeowners in residential neighborhoods. <br /> More importantly, if this zoning change is approved, it will set a precedent for similar zoning <br /> change requests which increase Medium Density Urban development within residential <br /> areas. The potential and long term impact will be a slow but progressive trend to undermine <br /> the quiet and tranquil residential areas of Volcano. The land use and zoning now in place for <br /> the subject property protect this. <br /> In summary, Volcano's quiet, tranquil and secluded character is one of its most valuable assets <br /> and one that residents and visitors value. It is also the most vulnerable to changes associated <br /> with higher density land uses.
