From: Jan Wilcox <br /> To: WPCtestimonv <br /> Subject: WILLIAM COX MORRIS-CHANGE OF ZONE APPLICATION NO.PL-REZ-2025-000083 <br /> Date: Monday,September 1,2025 4:52:41 PM <br /> September 1, 2025 <br /> RE: Opposition to Rezoning Request to CV20, PL-REZ-2025-000083, Applicant: William Morris, <br /> TMK (3) 1-9-005:006 (portion) <br /> Thank you for the opportunity to submit my testimony. <br /> I am respectfully submitting my testimony in opposition to William Morris' application to <br /> rezone from RS-20 to CV-20 a portion of the 3-acre property at 19-4046 Old Volcano Road in <br /> the village of Volcano. <br /> I am a graduate of UH Manoa, College of Tropical Agriculture (as is Mr. Morris) and a resident <br /> of Volcano Village. I recently retired and moved to the village of Volcano because when I was <br /> looking for a place to live in this general area, I wanted to live in a community supportive of its <br /> unique native and endemic forest plant species, and where native and endemic birds could <br /> thrive, well into the future without the threat and impact of overdevelopment. The lot in <br /> question is in close proximity to an old-growth forest. <br /> The village of Volcano has zoning guidelines in place that support both business development <br /> and low density residential zones where I chose to live. <br /> The current zoning guidelines are in place for a reason and although the current zoning <br /> guidelines don't strictly mandate adherence to the mapped residential and commercial <br /> boundaries, I see it as unjustified and unnecessary to start rezoning at this time when there is <br /> commercial land currently available (see 19-4021 Haunani Rd, Volcano, HI 96785 - Keller <br /> Williams Realty https:Hshare.google/ccmEoecu9v7709Udi) <br /> Since there is indeed commercial land available, there is not a demonstrated need or <br /> justification to rezone even a small parcel.
