<br /> <br />WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />MINUTES <br />MAY 4, 2011 <br /> <br />The Windward Planning Commission met in regular session at 9:20 a.m. in the County of <br />Hawai‘i, Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawai‘i, with Chairman <br />Zendo Kern presiding. <br /> <br />COMMISSIONERS PRESENT: Zendo Kern, Dean Au, Takashi Domingo, Wallace Ishibashi, <br />and Stephen Ono <br /> <br />STAFF PRESENT: Julie Mecklenburg (Deputy Corporation Counsel), Daryn Arai (Planning <br />Program Manager), Phyllis Fujimoto (Staff Planner), Maija Cottle (Staff Planner), and Jeff <br />Darrow (Staff Planner). <br /> <br />The Chair introduced the staff and Windward Planning Commissioners to the public and <br />described the procedures to be followed for today’s meeting. <br /> <br />The Commission took the following item up at 9:22 a.m. with approximately 51 people from the <br />public in attendance: <br /> <br />APPLICANT: ARTS AND SCIENCES CENTER (SPP 11-115) <br />Application for a Special Permit to allow the establishment of a charter school campus offering a <br />full range of academic and extracurricular opportunities for up to 400 students from <br />th <br />Kindergarten through 12 grade, and provide continuing education and meeting facilities for the <br />larger Pāhoa community on 14.251 acres of land situated within the State Land Use Agricultural <br />District. The subject property is situated southeast of the Pāhoa Bypass Road and Post Office <br />Road intersection, Nānāwale Homesteads, Pāhoa, Puna, Hawai‘i, Tax Map Keys: 1-5-006: <br />portion of 002, 012, 026. <br /> <br />(SEE EXHIBIT A) <br /> <br />RECESSED – The Chair recessed the meeting at 11:03 a.m. <br /> <br />RECONVENED – The Chair reconvened the meeting at 11:17a.m. <br /> <br />The Commission took the following item up at 11:17 a.m. with approximately 25 people from <br />the public in attendance: <br /> <br />INITIATOR: PLANNING DIRECTOR <br />Amendment to Condition F (connect to sewer) of Ordinance No. 03-82, which changed the <br />district classification of approximately 21,050 square feet of land from Light Industrial (ML-20a) <br />to Industrial-Commercial Mixed Use (MCX-20). The property is located in Waiākea House <br />st <br />Lots, 1 Series along the west side of Kanoelehua Avenue approximately 290 feet north of its <br />intersection with Kekūanāo‘a Avenue, Waiākea, South Hilo, Hawai‘i, TMK: 2-2-035: 061. <br /> <br />
