KAILUA VILLAGE DESIGN COMMISSION COUNTY OF HAWAI‘I MINUTES MEETING DATE: June 14, 2011 TIME: 5:38 p.m. PLACE: West Hawai‘i Civic Center nd Planning Department Conference Room – Building E, 2 Floor 74-5044 Ane Keohokalole Highway Kailua-Kona, Hawai‘i, 96740 ROLL CALL 1.Members Present: Shane Kitchens, Fanny Au Hoy, John Hetherington, Riley Saito and Sammie Stanbro 2.Absent and Excused: Nancy Burns, Terry Dunlap, Stephen Herbert and Eugene Power 3.Applicants/Representatives: Armando Altamirano, James Busch and Cara Altamirano 4.Planning Department: Bennett Mark, Keola Childs, Ramsey Young and Noriko Sauer 5.Public: None Chair Kitchens welcomed those in attendance and described the meeting procedure. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS None. NEW BUSINESS 1.Design review of a proposed renovation of an existing restaurant/office building for John W. Hoffee. Applicant: Armando Altamirano. TMK: 7-5-009: 034. Located at 75-5864 Walua Road, Kailua-Kona, Hawai‘i at the intersection of Walua Road and Ali‘i Drive (former Tom Bombadil’s restaurant location). Mr. Childs oriented the Commissioners regarding the subject and surrounding properties on the location map, and described the proposed project. He noted that he had advised the applicant that the proposed low enclosing walls, in lieu of existing railings, on the second floor were not allowable projections within the building setbacks, and that the applicant said he would prepare and submit a revised plan replacing them with open railings. He discussed the areas of entitlement, history, parking, landscaping and building appearance, and concluded that with the modification of the railings, the project met the requirements of the Zoning Code and appeared to meet the guidelines set forth in the Master Plan for Kailua-Kona.
