<br />MINUTES <br />PublicMeetingoftheNorthKohalaCommunityDevelopmentPlanActionCommittee <br />September10,2009 <br />Meetingcalledtoorderat1:10p.m. <br />DeputyManagingDirector,WallyLau,introducedthestaffandproceededwiththeswearinginofthe <br />KohalaActionCommitteemembers.Sworninmembersareasfollows:MarleneChing,SusanWells <br />Fischer,BobMartin,HermannFernandez,JoeCarvalho,RichardLiebmannandRonFriman.Absentwas <br />ColinKaholo. <br />MargaretMasunagapresentedanoverviewoftheroleandresponsibilitiesoftheActionCommittee. <br />Basically,theCommitteeisdesignedtoeducatethepublic,seekfeedback,bethevoiceofthe <br />communityandinturnadvisethePlanningDirector. <br />DeputyCorporationCounsel,BillBrilhante,conductedapresentationregardingtheSunshineLawand <br />CodeofEthics.TheintentoftheSunshineLawistoopenupgovernmentprocessestopublicscrutiny <br />andparticipationbyrequiringstateandcountyboardstoconducttheirbusinessasopenlyaspossible. <br />TheEthicsCodeprovidesstandardsofconductforcountyofficersandemployees. <br />Itisstandardprocedurethatanagendabepostedsixdayspriortoameeting.AlanSalaveawillcompile <br />informationfortheagenda.Copieswillalsobeprovidedtoindividualswhorequestit.Withregardto <br />theNorthKohalaCommunityDevelopmentPlanandz·x­committeeofnine,atleastfivemembersare <br />neededforaquorum.Twothirdsofthemajorityvoteofmemberspresentisneededtomoveonto <br />executivesession. <br />ElectionofChairandViceChair.AmotionwasmadetoappointBobMartinasinterimchairforsixty <br />(60)daysoruntilachairmanisappointed.Thismotionwasseconded,putforthfordiscussionand <br />passedthatBobMartinbeappointedinterimchair. <br />ThenextmeetingdateoftheNorthKohalaCommunityDevelopmentPlanActionCommitteewilltake <br />placeonMonday,October12,2009from4:306:30p.m.attheKohalaSeniorCenterCourthouse.A <br />motionwasmade,seconded,putforthfordiscussionandpassedtothisdateandtime. <br />Themeetingwasadjournedat3:30p.m. <br />Respectfullysubmitted, <br />CynthiaR.Morse <br />RecordingSecretary <br />
