<br />LEEWARD PLANNING COMMISSION <br />COUNTY OF HAWAI‘I <br /> <br />HEARING TRANSCRIPT <br />MAY 17, 2012 <br /> <br />EDWIN DELUZ TRUCKING AND <br />A regularly advertised hearing on the applications of <br />GRAVEL, LLC (SPP 70-85) <br />was called to order at 11:15 a.m. in the West Hawai‘i Civic Center, <br />Community Center, Building G, 74-5044 Ane Keohokālole Highway, Kailua-Kona, Hawai‘i, with <br />Chair Geraldine Giffin presiding. <br /> <br />COMMISSIONERS PRESENT: Geraldine Giffin, Thomas Hickcox, Wayne Iokepa and <br />Thomas Whittemore <br /> <br />ABSENT AND EXCUSED: Brandi Beaudet, Lani Bowman and Richard Nelson <br /> <br />ALSO PRESENT: Ivan Torigoe (Deputy Corporation Counsel), BJ Leithead Todd (Planning <br />Director), Daryn Arai (Planning Program Manager), Jeff Darrow (Planner), Maija Cottle (Planner) <br />and Noriko Sauer (Commission Secretary) <br /> <br />And no one from the public in attendance. <br /> <br />APPLICANT: EDWIN DELUZ TRUCKING AND GRAVEL, LLC (SPP 70-85) <br /> <br />Amendment to allow a time extension until June 30, 2012 to comply with Condition No. 5 (submit <br />soils report) of Special Permit No. 70-85, which allowed the operation of a quarry on approximately <br />63.648 acres of land situated within the State Land Use Agricultural District. The property is <br />located approximately 4,600 feet south of Waikoloa Road and 1.3 miles southeast of Waikoloa <br />Village, Waikoloa, South Kohala, Hawai‘i, TMK: 6-8-002: Portion of 050 (formerly 6-8-002: <br />portion of 016). <br /> <br />GIFFIN: Agenda Item 5, which we are taking in the space of Agenda Item 4, is – hang on – the <br />Edwin Deluz Trucking and Gravel company is requesting an amendment to allow a time extension <br />until June 30, 2012, to comply with Condition No. 5. It is part of the Special Permit No. 70-85. <br />Jeff? <br /> <br />DARROW: Thank you, Madam Chair. Good morning, Members of the Planning Commission. If I <br />can direct your attention to our presentation. Our next applicant is Edwin Deluz Trucking and <br />Gravel, LLC. They are requesting a time extension for Condition 5, which requires the submittal of <br />a soils report for the Pu‘u Hina‘i. The area of this application is located just above Waikoloa <br />Village. This is in the South Kohala District. More specifically, we are looking at the black- <br />outlined property. The property itself is approximately 1,700 acres. The permit area is <br />approximately 60 acres. <br /> <br />This is a closer-up view. The colors on the map represent the different zoning for the area; the <br />lighter green represents Agricultural-5 acres, the outer perimeters represent Open zoning on the <br />dark green, and then the orange zoning represents Residential Agricultural-1 acre. This is an <br />overview of the USGS map, again showing Pu‘u Hina‘i on the west side of the property. This is an <br />aerial photo, basically showing the pu‘u in this area and the mined area in this area. Again, we are <br />looking towards the north.
